He / She reports to the VP OPERATIONS
The EPC Project Manager Offshore will be responsible for supporting the direct management oversight and on-schedule, on-budget delivery of all backlog projects inside an assigned geographical area. He establishes project objectives and procedures, maintains liaison with prime contractors and contacts EPC Project Managers Onshore and SPV Project Managers. He / She both direct and monitor construction activities with the support of EPC Project Manager Onshore, and subcontracted labour and EPC services.
Main responsibilities
The overall accountability for the execution of the project is vested in the EPC Project Manager Offshore
  1. Overall responsibility for successfully delivering operational stages of a developed PV project to include all preparation steps necessary to be ready for the NTP of the project;
  2. Accountable for on-time schedule execution of all EPC activities, from handover between Development and EPC PM until COD.
  3. Responsible for bottom line profit/loss performance of assigned projects;
  4. Responsible for positive cash of the project;
  5. Provide timely and accurate project performance and status reporting;
  6. Ensure the compliance (back-to-back principle) between EPC/DBO contract and sub-contractors contracts requirements;
  7. Ensure projects comply with all Federal, State and Local codes and requirements;
  8. Accountable for the application of the Health, Safety and Environmental policy;
  9. Accountable for the contractual implementation of Quality requirements (setup and enforcement of QAP, NCR management) as well as enforcement of the Project Quality Control Plan correct execution. 
Detailed responsibilities
Description of the activities before the entering into force of the EPC contract

The EPC Project Manager Offshore has to perform all the following activities:
  • Endorse all standards information from the Project Company considered as input data of the project (permits, land specifications, grid code requirements, etc.), provided and maintained as the case may be by the SPV Project Manager;
  • Assist in the technical relationship with the Grid owners/operators, should they be also off-takers or not, in order to secure the conformity to the grid code/requirements, asses the risk of evolution and anticipate/coordinate the technical conditions for grid connection, procure for the commissioning testing and / or activities in regards to grid requirements (RTU, etc.), until, COD.
  • Define the project organization and resources in charge of preparing the EPC documents for the financing of the project i.e. basic design, suppliers selection, EPC/DBO contract, suppliers and sub-contractors contracts;
  • Define and follow-up the local procurement portfolio with the support of the procurement team and EPC Project Manager Onshore, from prequalification to notation after projects (Satisfaction, NCR & claims KPIs recording)
  • Perform any subcontractor/supplier’s site/plant visit/audit required by procurement relationship or execution follow-up
  • Assist in the development, negotiations and review of all EPC and O&M contractual and technical arrangements with the support of the related resources during the financing of the project;
  • Define the industrial scheme of the project with the procurement & logistic team and the VP EPC Services;
  • Ensure that all the EPC/DBO contract obligations are transferred to the key suppliers and subcontractors (back to back principle);
  • Assist in the negotiations and review of all suppliers and subcontractors contractual and technical obligations with the support of the procurement team
  • Approve the EPC project costing;
  • Approve the EPC project planning;
  • Identify risks and opportunities;
  • Contribute to the technical due diligence process (including Q&As) ;
  • Submit for approval the EPC obligations to the Solairedirect engagement committee (cost, planning, terms and conditions, technical performance).

    Description of the activities during the EPC contract execution

The EPC Project Manager Offshore (working along with the EPC Project Manager Onshore which will be the main Responsible during that period) has to perform all the following activities:

  • Approve and monitor the Project Execution / Quality Assurance Plan;
  • Approve the project organization in line with the Project Execution / Quality Assurance Plan and participate in the selection of key personnel
  • Warrant establishment, HQ validation and Quality recording of the corresponding key documents: Organization Chart, Division of Work, Industrial scheme, PE/QAP
  • Approve the hire of any necessary resource, either by adding staff or appointing consultants and engineering firms;
  • The EPC Project Manager Offshore will get all Basic Design Data from the in-house engineering department and will then be in charge of subcontracting the Detailed Design to an engineering firm or a General Contractor. The EPC Project Manager Onshore will manage the relation with the subcontractor with support from the in-house lead discipline engineers for design review and validations ;
  • As part of the Industrial Scheme, the EPC Project Manager Offshore will decide how the site construction activities will be managed and controlled. On site construction management will be performed by EPC Project Manager Onshore or outsourced to solid EPCM companies with direct reporting to the EPC Project Manager Onshore.
  • Monitor QHSE follow-up including NCR/REX/OFI management and corresponding reporting to HQ QHSE department as well as Quality recording.
  • Approve all management documents as requested in the EPC/DBO Contract and mainly monthly review and structured detailed reporting on project status, progress and trends to the Project Company.
  • Transmit all contractual information to the SPV Project Manager (could be subject to the approval of an Independent Engineer);
  • Manage risks and opportunities;
  • Direct, monitor and control of all the project activities to ensure compliance with project schedules, initial budget and actualized forecasts ;
  • Control and approve the cost report with the EPC Project Manager Onshore and the cost controller;
  • Consolidate weekly update and Quality recording of the corresponding project information, for all the projects in its geographical area of responsibility:
    • Cash flow (cash-in according to EPC/DBO instalments and reimbursement of expenses, cash-out according to cost report) ;
    • Budget forecasts (with the support of the Cost Control and/or PMO department)
    • Weekly progress : key events of the week, activities scheduled next week, main issues
  • Control establishment, monthly update and Quality recording of the corresponding project information, for the projects in its geographical area of responsibility:
    • EPC Construction Progress Report ;
  • Project Actions Follow-Up, continuous update of the Project data in the common Project Database ;
  • Warrant Quality recording of the Project documentation in Sharepoint and / or in Project Datarooms as required ;
  • Contribute, on demand of the SPV Project Manager, to answer the requests of any design/engineering advisors engaged by the Project Company with respect to the construction and operation of the projects. Control and/or assist the EPC Project Manager Onshore for the fulfilment of the lenders’ technical advisors requirements (Q&A, site inspections, approval of EPC/DBO instalments milestones, etc.), and prepare all technical and EPC/DBO related inputs as required from time to time by the SPV Project Manager and/or the lenders, their advisers, the off-taker and  the grid operator ;
  • Approve all required documentation necessary for the achievement of the instalment milestones of the EPC/DBO contract;
  • Control and assist the EPC Project Manager Onshore for the fulfilment of all the conditions (Conditions Precedent and/or Conditions Subsequent and/or other Reps & Warranties) under the loan agreement or the EPC/DBO contract for the achievement of the instalment milestones, on request of the SPV Project Manager ;
  • Alert the VP Operations of any deviation.
  • Monitor execution of the Overall Quality Control Plan (including FAT, SAT, Pre-Commissioning and Commissioning activities) until COD of the project, and share progress with the Quality Control department.
    • Monitor the performance of Factory Acceptance Tests and Site Acceptance Tests as per procurement contracts, with the involvement of the Quality Control department.
    • Coordinate the pre-commissioning and commissioning of the asset with the various Equipment suppliers, contractors and Grid Operators to the satisfaction of Lenders and Equity Technical advisors and as per minimum guaranteed performance level in the EPC/DBO contract, with the involvement of the Quality Control department.
    • Outsource the testing phase of each equipment to minimize the commissioning period
    • Manage the claim resulting from delayed commissioning
  • Warrant REX implementation
    Fulfil all conditions contained in the handover process between EPC Project Management and AMS
    Execute his/hers responsibilities according to lawful and ethical standards, as referenced in SD ethical chart.
Health & Safety specific accreditations or training
H0/B0 Electrical qualification or local equivalent (this means that no entry in an operating station is allowed and no action on electrical sites/electrical equipment whatever their status are, is allowed).

Education, Experience & Skills
  • Bachelor's/Master’s degree in engineering (electrical, mechanical);
  • 5-10 years of relevant work experience in the energy market;
  • Proven track record successfully managing Engineering, Procurement, and Construction phases of large power projects ideally in the solar industry, but could also be in the renewable, building construction (industrial, commercial, resort, etc…) or conventional energy industry;
  • Experience of construction laws and regulations including labour related laws, health and safety, grid codes, etc.;
  • Competent and experienced in contract negotiations;
  • Available for international travels
  • Be fluent in English (spoken and written)
  • Excellent knowledge of international Construction Contract Management.
  • The candidate must be technically involved and be a pro-active interface with Procurement and AMS division.
  • The candidate ability to coordinate various outsourced services to achieve a fully built project at the lowest cost will be a key requirement.
  • Familiarity with formal project management methodologies and ability to read and interpret architectural and engineering drawings a plus
