Job summary:

The Commissioning Engineer is responsible for technical and construction support of a detailed design, construction, commissioning, and project closeout process related to a Low Temperature Hot Water (LTHW) District Heating and Cooling network. He/she must have a thorough understanding of District Energy Systems with strong knowledge in Mechanical, Electrical, Instrumentation and Process Controls. The chosen candidate will need to operate under a certain degree of autonomy in order to provide top quality service to the team while meeting profitability goals in a timely manner.

Main responsibilities:

  • Monitor the status of all design submissions against Design Build Joint Venture Contractor’s (the “Contractor”) project schedule;
  • Review and audit Contractor’s Mechanical, Electrical, Structural design and construction drawings, specifications, data sheets and manuals;
  • Assists in the development of the commissioning plan
  • Assists in the static and dynamic testing of UPS, emergency power, generators, central mechanical plants, chillers, cooling towers, pumps, precision HVAC systems, life safety and process controls systems.
  • Validate the global process flow diagram in accordance with the production and distribution strategy defined by the Contractor and ENGIE;
  • Familiarizes oneself with codes, local project regulations, construction practices and the latest equipment functional concepts;
  • Review Contractor’s proposed quality assurance system;
  • Review the documentation of equipment selected by the Contractor;
  • Conduct frequent site observation and inspections and prepares field reports on the status of projects and completion of projects with respect to compliance to the plans and specifications
  • Audit and quality control inspections and testing for Contractor supplied hardware or equipment;
  • Actively participate in witness demonstration tests or performance tests of major systems;
  • Attend progress meetings with Contractor;
  • Review Client requested changes in the Contractor’s scope of work. The review will encompass design reviews, advising on the technical and financial implications of the alternative design, and making recommendations to ENGIE based upon such reviews;
  • Provide ENGIE with recommendations as applicable to reject the Contractor’s works following the failure to pass any of the demonstration tests or performance tests;
  • Prepare reports on a periodic basis addressing progress of the work, problems, and critical items;
  • Contact local, provincial and federal agencies and client personnel to request and check data, reports, and other material, as needed.


  • Engineering degree (Mechanical or Construction)
  • Minimum of 10 years of relevant job experience working in commissioning role for a large central heating and cooling plants project.
  • Knowledge of Civil and Structural engineering would be an asset
  • Previous experience working in industrial plant operations (energy sector);
  • Proven team leader, team player, committed to excellence, and positive attitude;
  • Recognized communications skills;
  • Knowledge of French can be considered an asset;
  • Familiar with government and regulatory agencies;
  • Knowledge of CAD, BIM, Microsoft Office and other CMMS technologies;
  • Ability to ensure safe and efficient operations in an industrial setting.
