Responsibilities

Strategic Sourcing & Supplier Qualification

  • Identify and source suitable key equipment supplier/EPC contractor, lead qualification and due diligence process to ensure full compliance with internal governance requirements.
  • Align scopes of work and assess project risks and opportunities, consolidating key equipment supplier and EPC contactor packages according to Project Procurement standardization principles.
  • Support Memorandum of Understanding and Framework Agreement processes with partner, including document preparation, clarification, and coordination until final sign‑off.

 

Contracting Strategy & Governance Compliance

  • Develop contracting strategies and prepare selection templates in alignment with group governance.
  • Gather stakeholder input, consolidate supporting documentation, and ensure readiness for internal approval processes.
  • Review contract terms to ensure compliance with Legal, Ethic, Insurance, Environment, Health, and Safety requirements.

 

Cost Planning, Quantity Surveying & Value Engineering

  • Perform quantity surveying duties across district cooling, on‑site utilities, and renewable energy projects, including supplier and contractor scopes.
  • Prepare cost plans and estimates during feasibility studies, preliminary design, and detailed engineering stages.
  • Conduct cost audits and lead value engineering assessments to identify cost‑saving opportunities.
  • Support Capex assessments and Opex optimization exercises with PMO teams, ensuring alignment with business development strategies.
  • Improve the Capex assessment tools, establish best practices and provide guidance to local engineering teams.

 

Procurement Lifecycle Management (SourcetoContract)

  • Lead the full source‑to‑contract process, including preparation of RFPs/RFQs, kick‑off sessions, coordination, clarification meetings, negotiation and contract sign-off.
  • Analyze supplier and contractor quotations, prepare detailed cost comparison reports, and lead supplier and contractor selection according to Project Procurement standardization principles with cross‑functional stakeholders to meet compliance and Project Procurement savings targets.
  • Present sourcing recommendations to the Sourcing Community for decision-making.

 

Database Management & Data Analytics

  • Maintain and regularly update Project Procurement databases as well as the Capex tool, collaborating with teams in Malaysia and the Philippines and supported by interns.
  • Enhance and enrich datasets for benchmarking purposes, supporting data-driven decision-making.
  • Oversee data analytics and Power BI dashboard updates with assistance from interns.

 

Construction Phase Support & Supply Chain Monitoring

  • Support Project Managers during the construction stage by monitoring supplier supply chain activities for key equipment, from purchase order issuance through delivery to site.
  • Track documentation, coordinate factory acceptance tests (FAT), and ensure timely and compliant execution.
  • Monitor supplier and contractor performance, follow up on action items and improvement plans derived from REX feedback for Project Procurement improvement with supporting by intern.

 

Cross-Functional Coordination

  • Collaborate closely with the operations procurement team on vendor registration and purchase order issuance.
  • Provide sourcing support and coordination to internal departments in response to project procurement enquiries.

 

Requirements

  • Bachelor Degree in Mechanical Engineering, Industrial Engineering, Electrical Engineering, or Supply Chain / Procurement / Industrial Management
  • At least 5 years relevant working experience (relevant industry experience).
  • RFQ/RFP management with understanding of project management process
  • Contract preparation and negotiation
  • Cost engineering or quantity surveying
  • Regional or multi-country procurement exposure
