Role Summary

The HR Operations Manager is accountable for the regional delivery, performance, and continuous improvement of end‑to‑end HR operational services across assigned countries. The role ensures operational excellence, regulatory compliance, data integrity, and a consistent employee experience, while translating ENGIE’s global HR strategy into scalable, compliant, and locally relevant operational execution.

 

HR Operations Leadership

  • Lead the regional HR Operations function, ensuring high‑quality service delivery across the entire employee lifecycle.
  • Define, standardise, and continuously improve HR operational processes in line with ENGIE global frameworks and local regulatory requirements.
  • Act as escalation point for complex employee, managerial, or regulatory issues.
  • Ensure strong service governance, controls, and performance management of HR operational activities.

 

Employee Lifecycle Management 

Onboarding & Employment Administration

  • Ensure compliant and timely issuance of employment contracts across all countries.
  • Oversee onboarding processes including documentation, verification, medical examinations, system set‑up, and mobility logistics.
  • Manage operational support for Non‑Traditional Source (NTS) workforce, including coordination of travel and accommodation where applicable.

Probation, Contracts & Exits

  • Oversee probation confirmation processes in partnership with line managers.
  • Monitor fixed‑term contracts and manage renewals in compliance with local legislation.
  • Ensure effective and compliant offboarding processes, including statutory notifications and work pass updates.

 

Workforce Administration & Compliance 

  • Provide senior oversight of work pass administration (EP, S Pass, Work Permit and local equivalents), including applications, renewals, cancellations, and expiry monitoring.
  • Ensure compliance with labour laws, immigration requirements, and statutory obligations across Singapore, Malaysia, Philippines, and Japan.
  • Ensure audit readiness and compliance documentation at all times.

Benefits & Employee Support

  • Oversee regional benefits administration processes.
  • Ensure professional, timely response to employee HR operational queries, maintaining a high customer‑service standard.

 

HR Data & Reporting 

  • Own the integrity, accuracy, and governance of HR operational data across regional HR systems (e.g. SAP SuccessFactors, Sezame, local HRIS).
  • Oversee HR reporting, metrics, and dashboards to enable data‑driven decision‑making.
  • Act as a key contributor to HRIS enhancements, automation initiatives, and digital optimisation.

 

Learning Operations Support 

  • Oversee operational support for learning administration, including mandatory training renewals, core‑trade certifications, and course registrations.
  • Ensure accuracy and completeness of learning data to support compliance and workforce capability requirements.

 

Continuous Improvement & Transformation

  • Drive operational efficiency through process redesign, standardisation, and automation.
  • Lead or support regional and global HR transformation initiatives.
  • Identify operational risks and implement mitigation strategies.
  • Embed a culture of continuous improvement, service excellence, and operational discipline within the team.

People Leadership & Stakeholder Management

  • Lead, coach, and develop a regional HR operations team.
  • Set clear performance expectations and foster accountability and engagement.
  • Build operational capability and succession within the HR operations function.

 

Requirements

  • Bachelor’s degree in Human Resources, Business Administration, or related field (Master’s preferred).
  • 8–10+ years of progressive experience in HR Operations or HR Shared Services within a multinational environment.
  • 3 – 4 years of demonstrated experience managing regional HR operations across multiple labour jurisdictions.
  • Strong expertise in labour law compliance in Southeast Asia; Japan experience is a strong advantage.
  • Advanced experience with SAP SuccessFactors and HR digital transformation initiatives.
