Role Summary
Responsible for ensuring full compliance with Workplace Safety and Health (WSH) regulations across facilities management operations. This role includes overseeing high-risk activities, vetting and approving safety documentation, following up with vendors, and liaising with customers on all safety-related matters to ensure safe and compliant site operations.
Responsibilities
Workplace Safety & Health Compliance
- Ensure full compliance with the WSH Act, subsidiary legislation, and MOM regulatory requirements
- Perform duties as an appointed Safety Officer registered with MOM
- Advise management, operations teams, vendors, and customers on WSH risks, controls, and statutory obligations
- Liaise with MOM officers, auditors, customers, and stakeholders during inspections, audits, and safety reviews
- High-Risk Activities & Documentation Vetting
- Well-versed in vetting, reviewing, and approving safety documentation for high-risk activities
- Review Risk Assessments (RA), Safe Work Procedures (SWP), Method Statements, lifting plans, PTW documents, and emergency response plans
- Ensure safety documentation meets MOM requirements, client safety standards, and site-specific conditions
- Verify competency, certification, and training records of personnel involved in high-risk works
Vendor Follow-Up & Customer Liaison - Follow up with vendors, contractors, and subcontractors on safety matters, documentation submissions, and corrective actions
- Ensure timely rectification and close-out of safety non-compliances
- Act as the primary point of contact for customers on safety-related matters
- Attend customer meetings, safety briefings, and audits to address and resolve WSH concernsSite Safety & Risk Management
- Conduct regular site inspections, safety audits, and safety observations
- Identify hazards and ensure effective risk control measures are implemented
- Enforce safety compliance and safe work practices for all site activities
- Participate in and conduct toolbox meetings and safety briefings
Incident Management & Investigation
- Lead investigations for incidents, accidents, and near-misses
- Prepare investigation reports, root cause analysis, and corrective/preventive action plans
- Submit statutory reports to relevant authorities within required timelines
Training & Safety Culture
- Conduct WSH induction and refresher training for employees and vendors
- Promote a strong safety culture throughout facilities and vendor operations
- Support continuous improvement initiatives and safety campaigns
Documentation & Reporting
- Maintain complete and accurate WSH records, including RA, SWP, PTW, inspection checklists, and audit reports
- Prepare monthly safety reports, statistics, and trend analysis for management and customers
- Support ISO 45001, or client safety management system requirements
Requirements
- Degree/Diploma in Workplace Safety/Engineering or equivalent
- At least 5 years relevant working experience in safety, preferably in FM industry
- Registered Safety Officer with MOM (Singapore)
- WSH Safety Officer Level C
- Strong working knowledge of Singapore WSH legislation and MOM compliance requirements
