2.  KEY RESPONSIBILITIES

  • Manage all electrical maintenance activities associated with defect and planned maintenance programmes, through a team of site based engineers, technicians and at times by external contract agencies.
  • Development of the short and long term electrical maintenance strategy for the plant and the development of a capable engineering, planning and electrical maintenance team to support that strategy.
  • Day to day plant efficient management of electrical maintenance activities, according to good utility practice, company rules and procedures, legal, contractual and other requirements
  • Implement electrical maintenance practices and strategy in accordance with OEM and international standards with life cycle management for all major plant systems;
  • Responsible for the facility QA/QC, Root Cause Analysis Program;
  • Administers the Preventive / Predictive / Corrective Electrical Maintenance Programs through a computerized management program;
  • Development of new Electrical procedures
  • Proficiency in engineering science, circuit design, and electrical theory.
  • Establish the appropriate procedures and computerized electrical maintenance management processes as applicable to a prudent management regime.
  • Determines and schedules the manpower, tools and spares requirements for each electrical maintenance activity;
  • Efficient management of tools, spares and consumables inventory while controlling the risks to the business
  • Assists in establishing the equipment master data and business processes;
  • Respects the O&M agreement with the Owner and other contractual obligations
  • Ensure that the plant meets availability, reliability, efficiency, generation and cost targets, safely and within the environmental, legal and contractual requirements.
  • Adherence to Quality, Health, Safety and Environmental policies and standards
  • Compile Scope of Work/ Method statements for Electrical Activities and Project
  • Compile risk analysis for the electrical maintenance tasks
  • Coordinate all electrical maintenance activities with finance and accounting, administration, HSE and operation departments
  • Define, manage and monitor the electrical maintenance budget in line with the overall company budget.
  • Maintaining high standards of management, ethics and leadership
  • Ensure that the team is Authorized at all times.
  • Establish and facilitate training programs for individual development and operational competence
  • Implements lessons learned processes and other activities to achieve a learning organization;
  • Succession planning for key staff
  • Takes a lead role in implementing performance management processes within the electrical maintenance team.
  • Establish and implement vertical/horizontal communication within the electrical maintenance team to ensure members are well informed and remain engaged with the business.
  • Assists the Owner Engineer team during construction of the facility
  • Assists in warranty claim management
  • Prepares specifications, plans and administers Third Party Contracts and other electrical maintenance contracts;
  • Works closely with inspection and overhaul contractors and provides them with all the necessary support;

  • Work Level 5 (OSHA scale 1 to 6): the tasks that he performs as part of their daily work activities represent risks and are controlled by means of procedures, supervision, safety devices and HSE Teams in such a way that its non-observance that could lead to a serious accident or even death.

Exposure to Risks:

  • Traffic risks, ergonomic risks;
  • Risks inherent to the job of the Electrical Engineer while performing inspections, site visits, operations and maintenance activities, etc.

4.  JOB CONTEXT:

  • Peakers Operations (“the Company”) operates two open cycle peaking power facilities through its O&M Agreements with the Owners of Avon & Dedisa Peaking Power Pty Ltd;
  • Dedisa Peaking Power Plant and Avon Peaking Power Plant has capacity of 342 MW and 685 MW respectively;
  • The O&M Company is fully owned by Engie with registered office: Block E, Lincolnwood Office Park, Woodlands Drive, Woodmead, 2191, Johannesburg, Republic of South Africa;
  • The Owner Company is 38% owned by Engie, 25% by Mitsui, 27% by BEE SPV and 10% by BBBEE SPV;
  • The projects are Independent Peaking Power Generation projects, having a 15 years Power Purchase Agreement (PPA) with Eskom Holdings as a single off-taker;
  • The Job Holder will be based at the Facility (Avon Peaking Power Plant).   

 

5.  MODUS OPERANDI:

  • The Job Holder works as electrical engineer in the maintenance department of the Company and has a direct report to the Plant Manager and functional report to the Maintenance Manager.

 

6.  COMMUNICATION AND WORKING RELATIONSHIPS:

The Job Holder will work and communicate with:

  • Internal: The Plant Manager, Operation, Finance, Administration, Maintenance, Health, Safety and Environment;
  • External:
  • Owner, through the O&M agreement
  • Regional offices of the shareholders
  • Other Contractual Counterparties, Contractors, Suppliers, Equipment Manufacturers and Vendors.

 

7.  FRAMEWORKS, BOUNDARIES AND DECISION-MAKING AUTHORITY:

  • Operates within the approved budgetary limits and assigned authorities;
  • Approves expenses incurred by team members in the course of performing their duties in accordance with the established Policies.
  • Is part of the approval process for purchase orders, payments, contracts and master data as defined in the Company delegation of authorities, processes, policies and procedures

9.  QUALIFICATIONS, EXPERIENCE AND SKILLS:

Essential Qualifications:

  • An accredited Electrical Engineering Degree – BSc or B-ENG or BTECH
  • Government Certificate of Competency (GCC)
  • Registration as Professional Engineer an added advantage
  • Demonstrated competence at engineering level supported by relevant education and training

 

Experience:

  • At least 6-8 year experience in the maintenance of a large power plant, 3 of which should preferably be in the capacity of Electrical Engineer
  • Leading and managing people
  • Use of safe systems of work
  • Use of computerized management system (Maximo or SAP)
  • Engineering concepts and principles
  • Interaction with purchasing, finance and accounting, maintenance, administration and HR
  • Budget control and reporting
