DGM/AGM-Regulatory & Statutory Compliance

Role Overview
We are seeking a highly skilled and experienced DGM/AGM Regulatory & Statutory Compliance to join our Government Affairs team in Delhi. The ideal candidate will own end-to-end regulatory approvals and statutory compliances for utility-scale solar, wind, hybrid and green hydrogen/ammonia projects across India. You will liaise with Central and State Transmission Utilities (CTU/STU), DISCOMs, regulatory bodies, ministries and local authorities to secure all requisite permits, connectivity agreements and clearances, ensuring seamless project development and execution.
Key Responsibilities
- Government Liaison & Approvals:
- Obtain all central and state-level statutory clearances: Forest NOCs, Railway NOCs, BSNL/NH approvals, CEIG safety certificates, PTCC (Power Transmission & Connectivity Certificate) and environmental consents.
- Lead engagement with State Regulatory Commissions (SERCs), SLDCs/RLDCs, MoP, MNRE, MoEFCC and other ministries for policy interpretation and approvals.
- Grid Connectivity & Evacuation:
- File and track Generator & Network Access (GNA)/Connectivity applications on NSWS/CTU portal for ISTS projects; manage BG submissions and secure In-Principle & Final GNA.
- Coordinate with STUs for LTOA/BPTA/Open Access agreements, ensuring timely execution of connectivity contracts and grid evacuation feasibility studies.
- Project Permitting:
- Secure interconnection certificates, SLD approvals, bay layouts, substation permits and commissioning sign-offs (JMR & HOTO).
- Compliance & Reporting:
- Maintain statutory registers, compliance trackers and project risk logs to ensure zero non-conformance.
- Prepare and submit periodic status reports to internal stakeholders and external regulators; drive compliance audits and gap remediation.
- Stakeholder Management:
- Build and maintain strong relationships with CTU/STU officials, PGCIL, REIAs, state utilities, consultants and law firms.
- Represent the Engie India at industry forums, working groups and regulatory hearings to influence policy and tariff frameworks.
- Cross-Functional Coordination:
- Partner with Land, Engineering, Procurement, Legal and Finance teams to streamline approval timelines and resolve statutory bottlenecks.
- Advise project leadership on regulatory implications, change management and government incentive schemes.
Qualifications & Experience
- Education:
- Bachelor’s degree in Electrical/ Mechanical Engineering; MBA or Master’s in Public Policy is a plus.
- Experience:
- Minimum 8–12 years of experience with direct experience of 2-4 years in regulatory affairs and statutory compliance for large-scale renewable energy or power transmission projects in India.
- Proven track record securing GNA/Connectivity for ISTS and STU-connected projects, and managing LTOA/BPTA/Open Access processes.
- Demonstrated expertise in environmental clearances, CEIG coordination and interconnection approvals.
- Technical Knowledge:
- In-depth understanding of Electricity Act, CEA regulations, RE Tariff Policy, Open Access regulations, CTU/STU grid codes and environmental laws.
- Familiarity with NSWS portal, PGCIL systems and state utilities’ online platforms.
