Role Purpose
Lead the end-to-end project delivery of ENGIE projects, ensuring design intent, technology selection, construction, installation and commissioning execution are delivered safely, on schedule, within budget, and fully prepared for the Commercial Operation Date (COD) handover with complete operational readiness aligned to the approved business plan of ENGIE.
Key Accountabilities & Responsibilities
1. Project Delivery Strategy
- Accountable to envisage the appropriate project delivery strategy with alignment to ENGIE commercial objectives, delivering a scheduled completion of projects within the necessary key performance indicators.
- Lead all Project Delivery Steering Committees to validate safety performance, project installation timelines, cost, risk liabilities and business success factors for all ENGIE SEA projects in the region.
- Establish project governance frameworks, standards, and best practices to guide execution of projects in accordance to business objectives, throughout the entire project lifecycle.
- Ensure harmonised delivery methodologies across the SEA region and drive project performance, accountability, and continuous improvement.
- Champion the Installation, Testing & Commissioning (ITC) progression through all project phases (ITC execution gates) until successful handover to Operations for COD.
2. Construction Execution Oversight
- Provide oversight of engineering, procurement, construction, and commissioning activities to ensure execution aligns with approved design intent, contractual obligations, and ENGIE standards.
- Validate contractor, consultant, and equipment selection to ensure compliance with safety specifications, technical specifications, operational requirements, and lifecycle performance expectations.
- Make timely project execution and technical decisions to maintain project progress, including:
- Engineering design compliance with contractual and project requirements.
- Safety, equipment and technical specification validation.
- Total cost of ownership evaluation, balancing technical, commercial, compliance, and long-term operational considerations.
- Compliance with applicable industrial codes, standards, and regulatory requirements.
3. HSE Leadership & Compliance
- Ensure projects are designed and executed with a ZERO LTI / ZERO EHS incident objective.
- Enforce compliance with regulatory requirements, ENGIE and customer EHS policies, and applicable ISO management systems throughout the project lifecycle.
- Validate implementation of safe systems of work, including site controls, permit-to-work compliance, SOP adherence, contractor safety governance, and active site safety management presence.
4. Governance, Risk & Reporting
- Establish and maintain clear project governance structures, including RACI (responsible-accountable-consultation-information) frameworks to define accountability and prevent scope overlap or execution gaps.
- Maintain progressive management reporting covering project cost, schedule, risk exposure, mitigation plans, and commercial impacts.
- Promote proactive risk management culture through identification, tracking, and mitigation of project delivery risks and opportunities using approved ENGIE tools and governance processes.
5. Handover to Operations (COD Readiness)
- Champion COD readiness prior to handover to Operations & Maintenance (O&M), ensuring completion of all ITC requirements, documentation, training, and operational acceptance criteria.
- Ensure continuity into operational readiness through structured knowledge transfer, defect management, and post-COD support activities.
Typical Deliverables
- Approve successful engineering concepts, contractor selections, technology selections, design validations, project cost estimates, and baseline schedules.
- End-to-end lifecycle resource planning covering engineering, operations, maintenance, and contractual obligations.
- Periodic management reports covering budget, schedule, risks, commissioning status, and execution performance.
- ITC completion records, operational readiness documentation, and COD handover packages.
Qualifications & Experience
- Bachelor’s degree in engineering, Construction Management, or related discipline.
- 15+ years of project management and delivery experience.
- Proven experience leading large-scale industrial, infrastructure, energy, utilities, or construction projects.
- Strong commercial, contractual, and stakeholder management experience.
- Professional certifications in Project Management are advantageous.
