Responsibilities
HSSEQ (Health, Safety, Security, Environment and Quality) policy, execution and performance
- Develop & update HSSEQ policies, guidelines, practices, management systems & tools to reflect Group's requirements, ensuring they are implemented across entities.
- Implement ENGIE One Safety Transformation program across SEA cluster.
- Review entities HSSEQ workplan, ensuring alignment with Group's & SEA objectives.
- Ensure compliance with all latest local HSSEQ statutory requirements and legislations, locally and regionally.
- Monitor and improve HSSEQ performance, including providing on-the-ground support to entities as required. Support not limited to SEA cluster, also entities within country level.
- Regular site visits, include regional, to audit & ensuring Group’s/SEA Internal Control in place, identifying improvement & follow up on actions
- Perform annual review of HSSEQ performance & identify gaps for improvement.
- Consolidate & validation of monthly HSSEQ statistics, EARTH reporting, ENGIE Ways of Working (Wow) & actions, preparation, security reports & submission to various parties, and to consolidate report for Executive Committee meetings.
- Conduct HSSEQ inspection, leads & provide support in Major events / accident investigation where necessary, across entities & recommends improvement actions, sharing across entities to prevent reoccurrence.
- Investigating, evaluating & reporting of Fatal/LTI/HiPo (High Potential) events to Group & cluster.
- Crisis Management – Training to Managers on Duty, organize & execution of Crisis drills and coordination between Group, AMEA (Asia Pacific, Middle East, Africa), country & entities. Monitor crisis situation across entities with ISOS travel, identify & highlight any security matters.
- Screening, evaluation & approval on H&S criteria for vendors through Regional Due Diligence process.
- Establish Quality Assurance & Quality Control function for our portfolio of projects / assets.
Training and competency development
- Review and identify HSSEQ related training requirements for various category of staff and onsite contractors to meet the mandatory requirement and also to meet the job requirement.
- Lead, guide & train trainers across SEA cluster & develop training material/videos, organize and conduct training for Leadership in Health & Safety / ENGIE One Safety Culture for staff and contractors. Ensure all mandatory HSSEQ training are conducted and participated by staff/contractors.
- Identify and propose new initiatives/continual process improvement for implementation across entities.
Leadership and administration
- Lead SEA cluster in terms of ENGIE One Safety, GBU H&S Coordination, Group Security & Group Environment.
- Attend Group’s webinars, meetings & discussion on all HSSEQ related matters.
- Monthly chairing of SEA cluster HSSEQ for updates, implementation, initiatives & follow up of actions across all entities.
- Leads, support & guide team of HSSEQ professionals towards meeting Group's & SEA objectives, KPIs and actions, ensuring implementation & follow ups across entities.
- Oversight on the Singapore GAP business and building HSSE as well as the safe management measures. Coordinating meetings to ensure ongoing checks, implementation & monitoring, ensuring compliance with local governance and safe management measures.
- Interface & advise Country Executives, HSSEQ professionals, entity personnel and Group to provide consistent and effective application of the HSSEQ policies, ensure strong sharing of best practices and lessons learned.
- Leads & organize HSSEQ related activities or events to promote and increase awareness to staff on good safety culture and good work practices.
- Managerial Safety Rituals (MSR) Site visit coordination on schedule & site visits of N-1, N-2 Managers to achieve set KPIs.
- Lead and manage SEA HSSEQ functional teams across entities, especially for Construction projects
Requirements
- Master/Bachelor’s Degree in Environment, Occupational Safety & Health, Security, Engineering or equivalent.
- At least 15 years of relevant working experience in Health, Safety, Security, Environment, and Quality preferably with construction project background
- Registered Workplace Safety Officer and Environment Control Office
- Conversant with prevailing HSE standards, codes and industry practices and detailed understanding of local WSH Act, environmental & other legal requirements, regional knowledge will be strong added advantage
- Experience in ISO 45001, ISO 14001 and ISO 9001 preferred.
- Ability to interact professionally with all organizational levels while maintaining string ethics and professionalism.

- Excellent leadership skills and ability to drive and influence change management.
