Head of HSE – Generation International KSA

Objective
Responsible for leading, governing and continuously improving all Health, Safety, Environment and Process Safety activities across ENGIE Generation International assets and entities in the Kingdom of Saudi Arabia. The position provides strategic HSE leadership, drives the implementation of ENGIE Group and Generation International HSE policies, standards and Life Saving Rules, and ensures alignment with regulatory requirements and industry best practices. The Head of HSE acts as the principal advisor and accountable to the GI Managing Director KSA on all HSE matters.
Scope
All Health, Safety, Environment, Process Safety, Security Governance, Crisis Management and Operational Risk Management activities across ENGIE Generation International operations and construction projects in the Kingdom of Saudi Arabia, including power generation assets, water desalination assets, O&M companies, Project companies, corporate functions and contractors.
Reporting Line
Reports to: Managing Director, Generation International KSA.
Key Responsibilities
- Develop and implement the KSA HSE strategy;
- Lead and coach HSE teams;
- Ensure compliance with ENGIE and regulatory requirements;
- Establish HSE objectives and KPIs for KSA in line with Engie Global HSE objectives;
- Lead HSE governance reviews and assess and benchmark maturity level across the different GBU’s;
- Drive HOP and safety culture initiatives;
- Coordinate incident investigation and learning processes following Engie HSE rules and policies;
- Lead contractor safety compliance on all assets and projects in KSA;
- Oversee and support on the permit to work, LOTO and safe system of work governance;
- Oversee environmental performance at KSA level;
- Lead crisis management and business continuity preparedness;
- As requested by management, represent ENGIE with regulators and stakeholders on HSE matters.
- Organize synergies across the GBU’s in HSE matters: knowledge & competencies management, experience feedback, training, human resources.
Occupational Health, Safety and Environment
- Set standards, methodologies and tools in accordance to Engie guidelines;
- Manage HSE reporting as per required, weekly, monthly, quarterly;
- Manage the annual environmental reporting function;
- Coordinate investigations of high-potential incidents;
- Support investigations on process safety events;
- Ensure implementation of Life Saving Rules;
- Lead environmental reporting and compliance programs;
- Drive continuous improvement and risk reduction.
- Promote environment culture within GBU’s;
- Be accountable and communicate the environmental charter and strategy.
Leadership and Governance
Provide executive leadership to the HSE organization, establish the One ENGIE HSE culture, advise executive management, monitor HSE performance across assets, and ensure closure of HSE action plans.
Competencies
Executive leadership, strategic thinking, stakeholder management, change management, strong communication skills, multicultural leadership experience, coaching capability and strong technical HSE expertise.
Education and Experience
- Engineering degree or similar with focus on HSE.
- Internationally recognized HSE qualification (NEBOSH Diploma or equivalent preferred).
- Minimum 10 years of HSE experience including leadership roles in power, water, industrial or energy sectors.
- Experience in KSA environment preferred.
Location and Travel
Kingdom of Saudi Arabia. Travel required across ENGIE Generation International assets as needed.
