Title: HSE Manager

Key activities and competencies
Strategic:
- Develop a strategy for effective project occupational HSE management, including objectives, targets, and KPIs in line with ENGIE Group / AMEA HSE KPIs & objectives.
- Collaborate with other departments to ensure compliance with Engie Group Rules (GRs) and develop AMEA-specific HSE Standards.
- Develop both proactive and reactive HSE key performance indicators.
Operational:
- Provide HSE leadership and coordination to ensure compliance with regulatory requirements and reduce the frequency and severity of adverse HSE events.
- Ensure consistent implementation of Project Company Health, Safety, and Environmental Standards during construction and commissioning up to COD and Operations.
- Maintain the Project Risk Register (HSE) and update it periodically based on actual risks.
- Manage high-risk activities, including equipment logistics and lifting operations.
- Promote open and transparent Health, Safety, and Environmental reporting from the Project Company and Contractor(s) to AMEA Country HSE.
- Develop training, induction, and onboarding programs for Project Co. and contractors.
Organisational:
- Support the development of Engie HSE tools, procedures, and practices.
- Organise and participate in HSE campaigns and ensure contractor participation.
- Coordinate the design and delivery of HSE reports, presentations, and training programs.
- Support the HSE prequalification of contractors or subcontractors and assist in vendor selection.
- Monitor and measure Owners Engineer and contractor HSE performance.
- Conduct regular audits and site inspections to ensure contractor compliance with Project Company policies and procedures.
- Organise internal site peer reviews with recognized HSE experts.
- Manage the selection of third-party auditors, consultants, and HSE contractors/practitioners
- Identify trends in Health and Safety performance and implement initiatives for improvement.
- Ensure compliance with environmental permits and maintain appropriate measurement, recording, and reporting systems.
- Develop robust emergency procedures and conduct regular drills.
- Support the development of HSE O&M (Operational procedures review and validation).
- Facilitate internal and external benchmarking in construction HSE issues.
- Communicate lessons learned from other projects received from ENGIE and other sources.
- Manage relations with external partners on health, safety, and environmental issues (local authorities, equipment manufacturers, contractors, suppliers, etc.).
Planning & Delivery of Work:
- Ensure HSE onboarding for everyone on the project through the Contractor.
- Oversee the development of comprehensive training programs for the workforce by Contractor(s).
- Assess and record the competency of HSE critical workforce.
- Implement and review a strict Construction Safe System Of Work (Permit to Work).
- Implement and review a strict Commissioning Safe System Of Work (Permit to Work).
Decision Making:
- Assess the effectiveness of risk management across the fleet and recommend actions for continuous improvement.
- Review and approve Project accident and incident investigations.
- Ensure proper and swift incident investigation to be performed by EPC contractors, including incidents occurring within subcontracted activities
- Assist and advise in the implementation of improvement and mitigation actions following incident investigations, ensure actions are closed and that lessons learned are circulated.
- Ability to work autonomously, prioritizing tasks and activities in line with business objectives.
- Ability to demonstrate support for innovation and for organizational changes, critical thinking.
- Maintains high ethical standards.
Working with others:
- Develop strong partnerships with the Project Construction Director, Country HSE Manager, other asset HSE teams, partners and external consultants where necessary.
- Work in coordination with the AMEA HSE network to enhance HSE awareness and engagement.
- Manage, mentor and develop your direct / indirect report in line with our People Development Strategy.
- Ability to work within a team of members from varying cultural backgrounds as well as with counterparts of varying cultural backgrounds.
- Able to work in a multicultural environment and with multidisciplinary teams
- Strong leadership abilities to engage people proactively to work towards project Safety Culture.
- Presence and interpersonal credibility to represent the Project Company with key stakeholders, JV partners and external organisations, Government representatives, Local & national agencies.

Required Qualifications
Qualifications:
- Recognised Engineering or science qualification
- Internationally recognized Safety and Health qualification (NEBOSH General Certificate or equivalent as a minimum).
- Accreditations preferred for Fire & Risk management, Advanced First Aid, Confined Spaces, Emergency Response Rescue, Heavy Equipment inspection, scaffolding management.
Experience:
- Minimum 15 years’ experience managing Health, Safety, Environment Projects as a Manager within the Power Generation Industry:
- Power generation technology including renewables (Solar project experience preferred)
- Water desalination and chemical treatment systems.
- Civil, mechanical and construction activities.
- Successful HSE track record within construction and commissioning of large-scale Projects. (>1 BUSD)
- Professional experience working in Remote Project locations in hardship environments.
- In depth understanding for implementing management systems such as ISO:45001 and ISO:14001.
- Professional experience in managing HSE within a culturally diverse workforce and local population and other sensitive receptors (Stakeholder engagement & management).
- Experience in Project Ethical standards, Welfare, and regulatory requirements.
- Experience with strict Environmental sensitive receptors and cultural heritage Management.
- Experience in Safety Management of complex Logistical mobilization of equipment & resources over long distances.
- Experience in Overall Project Risk Register and Risk Mitigation Management.
- Experience in management Project Emergency Response Planning, in particular medical emergencies.
- Understanding in the application of International Standards (NFPA, ISO, OSHAD, etc.) as needed.
- Professional H&S experience for complex construction activities including heavy lifting operations.
Knowledge and Skills:
- High Proficiency in English (verbal and written), Hindi / Urdu, Arabic desirable but not essential.
- High level of HSE technical knowledge and understanding of Process Safety Management.
- Excellent communication, training, and presentation skills.
- High level of data analysis skills and experience in audit, inspection, and report writing.
- MS Office & Social Media applications
- Proficiency utilising Noise monitoring, Atmospheric Gas testing, and environmental monitoring devices.
