Process Safety Management Specialist / Senior PSE
The Process Safety Management (PSM) Specialist reports to the Head of Health & Safety and supports the effective implementation of process safety management across the Generation International (GI) fleet.
Working closely with the Process Safety manager, this role focuses on supporting the development of local PSM champions, coordinating process safety network activities, and facilitating hazard identification and risk analysis to help mitigate risks across assets. The role will contribute to training delivery, performance monitoring, incident investigations, and sharing lessons learned to drive continuous improvement.
The position is based in Dubai, with frequent travel across the GI perimeter, including GCC, KSA, Africa, Chile, Peru, Mexico, Canada, and Australia to support site activities.

Key Activities and Responsibilities
Strategic
- Support the implementation and enhancement of process safety management practices across the GI fleet
- Contribute to the development of the fleet risk profile and support mitigation action tracking
- Assist in promoting process safety awareness across regions, countries, and asset teams
- Share process safety knowledge and lessons learned across the organization
- Encourage collaboration and knowledge exchange between sites and business units
Operational
- Support compliance with Engie Group Rules, standards, and procedures (including GR09 H&S in Industrial Projects and GEN PSM Fundamentals)
- Coordinate and contribute to process safety network meetings, reporting, and data sharing
- Participate in or support Process Hazard Risk Assessments (PHRA), including BowTie workshops and reviews
- Assist with tracking and close-out of actions arising from risk assessments and audits
- Support implementation of hazard identification and risk assessment processes, including Safety Critical Elements (SCEs)
- Participate in safety reviews (HAZID, HAZOP, audits, inspections) across O&M and project sites
- Support project teams in meeting process safety requirements throughout the project lifecycle
- Maintain and update process safety documentation to ensure accuracy and alignment with site conditions
- Contribute to incident investigations and root cause analysis (e.g., TapRoot methodology)
- Ensure timely reporting of Process Safety Events (PSEs) in the One Safety Tool (OST)
Organisational
- Support the development and rollout of PSM training programs and materials
- Contribute to competency development of site teams and PSM champions
- Assist in setting and tracking process safety objectives and KPIs
Planning & Performance Monitoring
- Support the maintenance of process safety dashboards and KPIs
- Monitor process safety performance and highlight trends or areas for improvement
- Assist in identifying and tracking corrective and preventive actions
Decision Making
- Provide input into project safety reviews and derogation requests
- Participate in investigation teams for process safety events
- Escalate key risks and support mitigation planning
Collaboration
- Work closely with asset PSM champions and support their development
- Collaborate with Industrial Projects H&S teams and site management
- Promote sharing of process safety knowledge across all levels of the organization
Leadership & Contribution
- Act as a key contributor to process safety initiatives within GI
- Support awareness campaigns and training delivery
- Participate actively in safety reviews, audits, and investigations
- Contribute to a strong process safety culture across the organization
Required Qualifications
Education
- Bachelor’s degree in Engineering, Science, or a related field
- NEBOSH Certificate in Process Safety Management (or equivalent) preferred
Experience
- 6–8 years’ experience in process safety, industrial safety, or related fields
- Experience in power generation, energy, or industrial environments is advantageous
- Exposure to hazard analysis techniques (e.g., HAZOP, BowTie) preferred
Knowledge & Skills
- Understanding of industrial processes and associated risks
- Familiarity with process safety management systems and standards
- Strong analytical and problem-solving capabilities
- Good communication skills with the ability to engage and influence stakeholders
- Ability to support training delivery and knowledge sharing
- Basic incident investigation and root cause analysis skills
- Collaborative mindset with the ability to work across geographies
