2.  JOB PURPOSE:

  • To operate and maintain the facility in the Control Room and/or field, optimizing plant performance through established Procedures;
  • To recommend action in order to increase performance.

 

3.  KEY ACCOUNTABILITIES:

  • Applies all HSE Policies and Procedures and strives to continually improve all aspects of HSE Performance;
  • Ensures compliance with Labour Safety Legislation;
  • Monitors Contractors’ compliance with the Site Safety Rules and Procedures and the safety of contractor tools;
  • Monitors environmental performance of contractors;
  • Completes performance and daily status reports;
  • Isolates and prepares equipment for safe work, including issuing Safe Work Permits;
  • Monitors boiler water and steam chemistry and takes corrective action to ensure compliance with predetermined guidelines;
  • Performs a Leadership Role in Emergency Operation situations such as total blackouts, black start islanding and synchronisation of the emergency diesel generator;
  • Carries out predictive troubleshooting by monitoring performance parameters, reviewing data trends and the overall integrated performance of the plant;
  • Identifies and clearly communicates plant capital improvement opportunities;
  • Masters a shift turnover process to ensure a seamless transfer of information to the oncoming shift;
  • Demonstrates the consistent use of Root Cause Failure Analysis Techniques when solving plant abnormalities and equipment failure;
  • Exhibits excellent interpersonal skills that include listening to other’s ideas and view points, earning trust among colleagues and direct reports, as well as resolving team conflict situations;
  • Develops a team with proficiency in all craft disciplines: electrical, mechanical, instrumentation and controls;
  • Demonstrates procedural compliance in all plant operation activities by operating plant equipment through established valve line-ups and system/component operating procedures;
  • Monitors water chemistry parameters in support of make-up water production, cooling water circulation and ASME Guidelines for maintaining boiler and feed water within specification;
  • Actively participates in the Behaviour-Based Safety Program and ensures every team member complies with all Safety Procedures and applicable task-oriented job safety analyses;
  • Implements the System Expert Program and becomes a Subject Matter Expert (SME) in assigned individual and team systems;
  • Adheres to the work management process that will enable plant personnel to describe a problem, provide instructions, identify safety concerns, determine priority, assign the task and document corrective actions and/or Root Cause Failure Analysis counter-measures implemented;
  • Conducts predictive maintenance while on shift i.e. vibration analysis, thermography, lube oil sampling for analysis and component inspections;
  • Operates equipment and performs repairs as needed, maintaining plant equipment at the highest possible standard maximising availability, reliability, efficiency and profitability;
  • Assists in developing Procedures and logs/records to track operating and maintenance history of all plant equipment.  Maintains and reviews such records and reports the findings as required;
  • Performs routine and preventative maintenance on plant equipment.  Recommends operating and/or maintenance changes that will enhance plant performance and availability;
  • Cross-references a piping and instrument drawing with a Process Control Diagram associated with respective systems;
  • Assists with routine maintenance training and equipment operation training of other site employees;
  • Coordinates work activities of vendor and/or sub-contractor personnel when required;
  • Complies with all contractual obligations impacting plant operation.

Work Levels and Conditions and Risks:

  • Work Level 5 (OSHA scale 1 to 6): the tasks that he performs as part of their daily work activities represent risks and are controlled by means of procedures, supervision, safety devices and HSE Teams in such a way that its non-observance that could lead to a serious accident or even death.

  • Risks inherent to the job while performing inspections, site visits, operations and maintenance activities, etc.

  • Laboratory tests: complete blood biometrics, blood chemistry: 3 elements (glucose, urea and creatine) and a general exam of urine;
  • Electrocardiogram;
  • X-ray PA of thorax.

 

Medical Criteria for the Position:

  • High Blood Pressure: not to present a TA greater than 135/85 in case of present alteration and individual monitoring program;
  • Obesity: in case of obesity, implement a monitoring and reduction of weight program.

 

 

 

 

5.  JOB CONTEXT:

  • Dhuruma O&M company Ltd operates a combined cycle power facility with 1729 MW of power capacity. The company has two shareholders: Kahrabel FZE, with Head Office in Dubai and Aljomaih Energy & Water Company Limited, with Head Office in Riyadh.
  • Dhuruma O&M company Ltd performs services through an O&M agreement for the Owner of the power facility: Dhuruma Electricity Company.
  • The project is a Greenfield IPP with a 20 year PPA with single off-taker (SEC) on BOO basis.
  • The Job Holder will be based at Dhuruma power plant (PP11), 125 km West of Riyadh;
  • Works in the Power Plant Control Room as well as in the field. After COD, each shift employs 5 Operators who monitor and control separate blocks of the Power Plant under the supervision of the Shift Charge Engineer;
  • Works closely with the other Operators to ensure the Plant routines are carried out efficiently and to high quality standards;
  • Is required to understand and promptly act upon oral operational instructions; respond effectively in pressure situations; make quick decisions in the event of a breakdown or failure to safeguard the Plant; manage stress; assess and change operational parameters with minimal supervision; coordinate and follow up on maintenance activities, ensuring high levels of safety and compliance with procedures.

 

6.  PROBLEM SOLVING:

  • The Job Holder is supposed to act and find solutions to (potential) problems within the Department; however he is responsible for keeping the Shift Charge Engineer informed.
  • The thinking environment is characterized by many diverse, standardized, operating procedures;
  • The Job-Holder must consider how problems will be solved. The focus is on operational problems which are solved by applying Standard Operating Procedures, learned techniques, engineering skills, operational experience, initiative and judgment.

 

7.  COMMUNICATION AND WORKING RELATIONSHIPS:

The Job Holder will work and communicate with:

  • Internal: The Operation, Maintenance, HR, Admin and Finance, HSE;
  • External: Operational Staff of Contractors, Equipment and Service Vendors, Load Dispatch Center, Chemical Laboratories, relevant Local Authorities and the Ministries.

10.  QUALIFICATIONS, EXPERIENCE AND SKILLS:

 

Essential Qualifications:

  • High School Diploma or Equivalent
  • Demonstrated competence supported with adequate education and training

 

 

Experience:

  • At least 3 years of experience in plant chemistry operations and maintenance;
  • Combined cycle plant experience preferential;
  • At least 3 years’ relevant experience in a power generating plant of Petrochemical Industry;
  • Experience in preventative and corrective maintenance of pumps, compressors, turbines and generators;
  • Hands-on experience on coupling alignment of rotating equipment, quality control of piping and valve installation;
  • Experience with the effective use of diagnostic equipment;
  • Hands-on experience with troubleshooting/repair and performing preventative maintenance on electrical control circuits, motors, transformers and high voltage breakers. Troubleshooting/correcting Distributed Control System (DCS) problems.

  • Is able to operate the plant from the Control Room as well as being able to analyse complex problems under the pressure of emergency conditions’
  • Working knowledge of Environmental Regulations as they pertain to the operations and maintenance of an energy generating facility;

Must be able to perform First Aid and CPR.

 

Language:

 

  • English Language: excellent communication skills both written and verbal;
  • Arabic is an advantage;

 

Computer:

 

  • Computer literate: must have a high degree of skill in Business Computing Applications such as Databases, Word Processors, Spreadsheets, PowerPoint and Maintenance Management System;
