Job Summary

The EHS, Permit and Applications Officer will be responsible for managing and obtaining all necessary permits and approvals for solar projects in the Mindanao region while ensuring the development, implementation, and maintenance of the company’s health and safety programs. This dual role requires a deep understanding of local regulations, extensive knowledge of local code requirements for the construction and commissioning of Solar PV projects, and strong safety management skills.

Key Responsibilities

1. Permit Management:

  • Identify and obtain all necessary permits and approvals required for solar projects.
  • Develop a comprehensive permit acquisition plan and timeline for each project.
  • Submit permit applications to relevant authorities and ensure timely follow-up.
  • Maintain thorough understanding of local code requirements specific to Solar PV projects.

2. Regulatory Compliance:

  • Assist in ensuring all project activities comply with local, regional, and national regulations.
  • Keep up-to-date with changes in regulations and ensure compliance throughout project lifecycle.
  • Coordinate with legal and compliance teams for regulatory requirements.

3. Safety Program Development and Implementation:

  • Develop, implement, and maintain safety policies and procedures in compliance with local and national regulations.
  • Conduct regular safety audits and inspections to identify hazards and ensure compliance with safety regulations.
  • Implement corrective actions to mitigate safety risks.

4. Risk Assessment and Management:

  • Conduct risk assessments focusing on working at heights and electrical safety for all projects.
  • Develop and implement risk mitigation strategies and monitor effectiveness.

5. Training and Education:

  • Develop and deliver safety training programs for employees and contractors regarding permit and safety standards.
  • Maintain records of training sessions and certifications.
  • Conducts regular onsite training, supervision, compliance audits, incident investigations at jobsite, and safety cultural assessments.

6. Incident Investigation and Reporting:

  • Lead investigations into safety incidents and ensure timely reporting according to company policy.
  • Prepare detailed incident reports, including root cause analysis and recommended corrective actions.
  • Identifies countermeasures to prevent recurrence and eliminate deviations from the standard.

7.  Emergency Response Planning:

  • Develop and implement emergency response plans and procedures.
  • Conduct regular emergency drills and training sessions.
  • Coordinate with local emergency services as necessary.

8. Stakeholder Engagement:

  • Develop and maintain strong relationships with local government units (LGUs) and other relevant authorities.
  • Act as the main point of contact for permitting and safety-related communications.
  • Represent the company in meetings and consultations with government officials.

9. Documentation and Reporting:

  • Prepare and submit necessary documentation for permits and maintain organized records of all permits and communications.
  • Provide regular updates to the project team and management regarding permits and safety status.

Requirements

Bachelor’s degree in Environmental Science, Engineering, Occupational Health and Safety, Public Administration, or a related field.
