About the Role 

 

Reporting to the Head of Business Development, the Land & Planning Manager will be responsible for assisting the wider Business Development team with the delivery of Biomethane projects. This position will involve evaluating the feasibility of Biomethane projects (Greenfield, Existing asset upgrades & BAU planning compliance) advising stakeholders on the planning regulatory requirements ensuring compliance with planning policy and environmental standards.

Key responsibilities:

  • Establishing a comprehensive and consistent approach to designing and delivering robust planning strategies on projects across the business and ensuring that risks are identified and mitigated accordingly from project origination to project execution.
  • Provide desktop screening and written planning appraisals to inform decision-making on-site selection and approaches taken on planning applications and stakeholder engagement.
  • Responsible for ensuring a timely determination of applications and the selection and management of external planning and specialist consultants. Acting as the focal point to provide 3rd parties agents with the drawings, drainage plans, vehicle numbers, feedstock types etc
  • Collaborate with external marketing and communication teams to define strategy for public engagement and support community consultation during end to end planning process.
  • Collaborate with internal and external project teams to facilitate community consultation events, building relationships with Local planning authorities, the planning inspectorate and other key stakeholders.
  • Collaborate with internal and external teams to ensure the pipeline of consented projects have necessary conditions discharged at the appropriate milestones. Proactively manage any variations required during build process and thereafter.
  • Conduct site visits and meetings with key stakeholders, landowners & agents whilst upholding the ENGIE values to promote trust & build relations to deliver planning consents.
  • Support and lead on lease negotiations with landowners & agents working closely with internal Business Development & Legal teams. Ensure leases are compliant with planning & EA permit requirements
  • Coordinate with internal operational teams to ensure they understand all relevant planning conditions and are able to operate sites in a compliant manner.
  • Engagement of planning lawyers where appropriate to get advice on points of law.

Requirements:

  • Degree level in relevant discipline
  • Member or working towards being a member of Royal Town Planning Institute
  • Proven experience in planning and development projects with UK local authorities, specifically in renewable energy or infrastructure.
  • In-depth knowledge of the UK planning system, laws, regulations, and procedures.
  • Stakeholder Management: ability to effectively manage internal & external multiple stakeholders.
  • Project Management: of several projects in various stages
  • Leadership qualities with proven results & experience in leading many professionals.
  • Able to distil complex messages into concise areas for senior stakeholders
  • Report writing: experience in report writing to a high standard.
  • Extensive experience in planning (5+ years) with focus on renewable energy projects within UK
  • Experience managing multiple consultants
  • Experience of land origination and commercial energy leases
