- JOB PURPOSE
|
The Health and Safety Supervisor is responsible for providing oversight of health and safety aspects of Biotherm Operations and Maintenance (an ENGIE SA company) wind energy facilities (O&M) activities. They will be responsible for ensuring that the facilities are a healthy and safe place in which to work, that they comply with all Health and Safety legislation, regulation commitments.
This supervisor will ensure a safe working environment and the prevention of any injuries and accidents through the continuous improvement of the Health and Safety Management System, with the intention of striving towards excellence. The position will oversee responsibilities for the Excelsior Wind Energy Facility, and any other site allocated by the company. The position will be based at Excelsior Wind Energy Facility located in Swellendam, Western Cape.

- KEY RESPONSIBILITIES
|
Health and Safety Culture
- Drive behavioural change through advising and implementing continuous improvement programs and practices to encourage an exemplary H&S culture
- Actively engage the entire employees and other stakeholders in order to build a strong H&S culture
- Create and maintain positive and proactive relations with O&M Contractor, landowners, supervisors and employees
- Develop educational training material, toolbox talks, etc. to build a continuous positive H&S culture
Facilities H&S Management
- Ensure compliance to relevant H&S legislation is monitored through formal and informal H&S inspections and audits of the facilities and systematically capture and timeously close out of any findings
- Establish facilities H&S objectives, KPIs and targets
- Oversee and take part in all incident reporting and investigations including accidents, non-conformances and causes of ill-health
- Verify O&M Contractor HSE documentation and H&S statistics (e.g. lost time frequency rate)
- Create up-to-date H&S risk register and continually update it
- Review and approve O&M Contractor RAMS
- Communicate safe work practices and ensure continuous improvement measures are implemented and maintained
- Ensure that deviations to safe work practices are captured and facilitate implementation of corrective and preventative measures
- Provide guidance and direction (e.g. incorporating safety considerations into technical solutions) to the O&M Contractor.
- Oversee and take part in emergency drill, evaluations and ensure that the emergency response plan and equipment is in place and that the equipment is inspected regularly
Health and Safety Management System and Reporting
- Collect and collate all H&S statistics as required for the incorporation into BOM’s internal performance reporting
- Verify trend analyses on Health and Safety statistics and propose measures to manage high risk activities
- Contribute to HSE reports and presentations to HS Manager
- Ensures that there is open communication regarding H&S performance and monitoring at the facilities
- Raise suggestions for improvement of workplace H&S
- Keep management team updated on H&S performance, provide H&S advice to BOM’ management wherever there is opportunity to improve H&S performance
- Ensure the effective implementation of iAuditor software on both Facilities.
- Ensure all correct information is made available for EXCO Reporting, Quarterly Reporting, bi Annual Reporting as well as Annual Reporting.
Audits and meetings
- Conduct inspections, internal audits and facilitate third party audits by providing on facilities information as required, to meet audit objectives
- Accompany Authorities (e.g. Department of Labor) and provides necessary information as required to ensure compliance to relevant H&S legislation and permits
- Conduct regular H&S meetings with the O&M Contractor to communicate any H&S risks and/or concerns
- Actively participate in the Management/ leadership visits and encourage management to fully engage employees regarding their H&S expectations and requirements
- Ensure that all required permits are in place and up to date to meet legislative obligations
- Maintain valid HSE appointments on facilities in compliance with Occupational Health and Safety Act
- Allocate personal protective equipment (PPE) and maintenance of distribution records to ensure that employees have the necessary PPE to conduct their tasks
- Work with the O&M Contractor’s H&S Officer to ensure that the facilities H&S plans and files is kept up to date.
- Ensure the O&M Contractor abides by employment law regarding working conditions and health and safety, including ensuring that employees stay within the legal amount of overtime.

Education
- Matric
- National Diploma in Health and Safety / NEBOSH
- SAMTRAC Certification
- Legal Liability Training
- Incident Investigation / Root Cause Analysis
- HIRA Training
- Registered as a Safety Officer with South African Council for the Project and Construction Management Professions (SACPCMP).
Language
Experience
- 5 years of operation and maintenance experience in a similar role
- HIRA certification (Hazardous Identification Risk Assessment)
- Incident Investigator experience
- Emergency Coordination Training
- Proven experience in Health and Safety Management System implementation and/or monitoring
- Renewable energy experience is beneficial.
- Experience in operational electrical power generation plants and substations
- Clear understanding of electrical and mechanical lockouts, as well as managing permits through the GMR 2(1) & (7).
