The Head of Talent Acquisition, Southeast Asia is responsible for end‑to‑end delivery of operational recruitment services across Singapore, Malaysia, the Philippines, and other SEA markets and Japan, within a HR Shared Services operating model.
This role focuses on execution excellence, service delivery, process standardisation, capacity management, and hiring performance, ensuring timely and high‑quality recruitment outcomes for the business.
End‑to‑End Recruitment Delivery (Core Focus)
- Own and manage operational recruitment delivery across all SEA countries, covering:
- Professional, technical, managerial, and specialist hiring
- Volume hiring where applicable
- Ensure consistent, high‑quality execution across the full recruitment lifecycle:
- Requisition intake
- Sourcing & screening
- Interview coordination
- Offer management & closure
- Act as the single point of accountability for hiring delivery performance in Southeast Asia.
Talent Acquisition Operations & Service Management
- Lead TA service delivery, ensuring:
- Clearly defined scope of services
- Adherence to agreed SLAs, KPIs, and turnaround times
- Standardised processes and controls across countries
- Manage recruitment capacity, workload allocation, and prioritisation to meet business demand.
- Drive continuous improvement in recruitment efficiency, cost effectiveness, and service quality.
Stakeholder Management & Hiring Demand Execution
- Partner closely with:
- HR Business Partners
- Hiring managers
- Country HR teams
- Global GBS / TA leadership
- Translate business hiring demand into executable recruitment plans.
- Provide practical guidance to stakeholders on hiring timelines, market constraints, and role feasibility, with a delivery‑led mindset rather than strategic design.
Talent Acquisition Strategy – Operational Input
- Provide market intelligence, hiring data, and operational insights to support TA strategy development led by People Development & DEI.
- Participate in selected regional or global TA forums as a delivery SME.
- Support implementation of TA strategies, EVP initiatives, and DEI hiring priorities once defined by the relevant function.
Data, Systems & Reporting
- Ensure effective use and adoption of global TA systems (ATS, reporting tools) within SEA.
- Track and manage recruitment performance metrics, including:
- Time‑to‑hire
- Hiring plan adherence
- Candidate pipeline health
- Operational quality indicators
- Present and report on recruitment status at specific business meeting (e.g. QBR)
- Use data to proactively flag delivery risks and propose corrective actions.
Vendor & Agency Management
- Manage recruitment vendors, agencies, or RPO partners as applicable.
- Monitor agency performance, cost control, and compliance with regional procurement and HR policies.
Team Leadership & Capability
- Lead and develop regional TA delivery teams.
- Build strong execution capability in sourcing, operational prioritisation, and stakeholder management.
- Foster a service‑oriented, performance‑driven, and compliant recruitment operation
Requirements
- Bachelor’s degree in Human Resources, Business, or related discipline.
- 15+ years of experience in Talent Acquisition, with strong emphasis on:
- Operational recruitment delivery
- Regional or multi-country scope in Southeast Asia
- Shared services / GBS / COE operating models
- Solid understanding of SEA labour markets and hiring practices.
- 7+ years of demonstrated experience managing regional recruitment operations and team across multiple labour jurisdictions.
- Strong operational discipline and execution mindset
- Ability to manage high hiring volumes and competing priorities
- Credibility with business stakeholders as a delivery partner
- Comfort operating within defined strategy and governance guardrails
- Data‑driven, pragmatic, and solution‑oriented leadership style
- Good understanding of hiring requirements in Energy, Utilities, and Engineering, Procurement, Construction (EPC) industries.
- Influences business leaders on recruitment best practices and enforce compliance in fair hiring.
