Asset Description:

 

Fadhili Combined Heat and Power Plant is in eastern region of the KSA (Kingdom of Saudi Arabia) adjacent to Fadhili Gas Plant (FGP) of Saudi Aramco for cogeneration of steam and electricity. The site is about 110 km from Dammam and 80 Km from Jubail city. The plant is designed to operate safely and reliably while delivering steam, feedwater, and electricity to the adjacent Fadhili Gas Plant (FGP) of Saudi Aramco (SA) and Saudi Electrical Company (SEC) respectively.

 

Job Purpose

  • Responsible for ensuring that the Combined Heat and Power Plant is compliant with all, engineering policies and all relevant statutory obligations.
  • Develop short-term and long-term plant improvement and capital investment plans, and ensure the engineering team has the capability to support these strategies.
  • Play a key role in managing the Operations and Maintenance (O&M) agreement with the Owner, including the preparation, monitoring, and closure of punch lists and warranty items.
  • Support the development of appropriate operations, maintenance and engineering policies and support the integration, implementation and delivery of these within the operations & maintenance (O&M) teams.
  • Plan and conduct systematic plant walk-downs and inspections to identify issues and improvement opportunities.
  • Establish and implement appropriate procedures for plant improvement and capital projects.
  • Coordinate plant improvement projects with Finance, Accounting, Administration, Operations, and HSE departments to ensure alignment and effective execution.
  • Define, manage, and monitor the engineering budget in line with the overall company budget and financial controls.
  • Lead the development of strategies that ensure legislative compliance and the levels of plant integrity meet the expected availability, flexibility and technical performance. Co-ordinate the implementation of these strategies on a cost effective and timely basis in conjunction with all other operations, maintenance and overhaul activities.
  • Delegated authority for the development and implementation of effective processes to ensure all changes are appropriately managed and are consistent with ongoing integrity, compliance and operational requirements.
  • Working closely with the Owner (FPCC) Establish and manage the site warranty process. Responsible to analyse warranty data, status, timely processing, regulate owner and supplier
  • claims, track and implement corrective actions, lead and control the processing of warranty related tasks.

Core Competencies

  • Capability to develop and manage engineering and capital budgets.
  • Strong understanding of O&M agreements, EPC interfaces, and warranties.
  • Ability to work effectively with Operations, Maintenance, HSE, Finance, and Administration.
  • Strong communication skills to engage with Owners, regulators, OEMs, and contractors
  • A good demonstrated knowledge and skills of Siemens ‘F’ Class GTGs, high capacity back pressure or condensing Steam Turbines.
  • Proficiency in IT user (windows, SAP) and intermediate applications (MS office)

Key Responsibilities

  • Manage the day-to-day activities of direct reports ensuring they deliver the required objectives and are developed to fulfil their potential.
  • To work closely with the Operations & Maintenance teams to proactively develop and maintain appropriate operations, maintenance, engineering policies and standards for the management of plant integrity including compliance with relevant statutory obligations and the O&M Agreement.
  • Develop and implement systems to disseminate knowledge of and access to engineering policies, statutory requirements and change control processes to relevant personnel. Including appropriate facilities for feedback and continuous improvement.
  • Support the development of appropriate strategies that:
    • Ensure ongoing and timely compliance with all relevant statutory obligations in manner consistent with the companies operational and commercial objectives.
    • Ensure the application of all relevant operations, maintenance, engineering policies and procedures deliver the level of plant integrity required to fully meet all Health, Safety, Environmental objectives and fully supports operational and commercial objectives.
  • Oversee the implementation of the strategies for operations, maintenance, engineering, plant integrity and statutory compliance on a cost effective and timely basis. This will involve close co-ordination with members of the Procurement, Finance, Management and Operations & Maintenance teams (efficient use of cross team resources).
  • Co-ordinate and implement all plant integrity and statutory compliance assessment processes required by FOMC, FPCC & Engie engineering policies. Maintain an effective overview and record of plant integrity issues and risks for the remaining life of the assets.
  • Develop and implement appropriate change control processes. Ensure that all proposed changes are reviewed and confirmed as consistent with the requirements of asset integrity, statutory compliance and functionality prior to implementation, and that all appropriate documentation, including revisions to plant data, is produced, disseminated and stored appropriately.
  • Develop and implement an appropriate internal audit regime to confirm compliance with all relevant legislation and O&M policies. Co-ordinate with the Operations & Maintenance Teams and develop coherent audit processes and support audit activities. Issue audit findings and manage close out of any non-conformances.
  • Oversee the detailed planning and co-ordination of each overhaul/major project event, including work packages being developed and implemented by other stakeholders. Ensuring that all resources (internal and external) and materials will be available as required.
  • Support relationship management with key components and overhaul service suppliers. Develop appropriate long term contract strategies to deliver the optimum balance of initial cost, technical risk and commercial liabilities. Develop, negotiate and implement contractual arrangements that are compliant with relevant FOMC standards and achieve these objectives. Ensure that all contracts are implemented in due time to support programme objectives for the delivery of key parts (new or refurbished) and services.
  • Develop and implement formal systems for the effective management of Quality Assurance of all activities undertaken, including appropriate supervision of contractor activities and parts
  • supply/refurbishment. These shall include systems for the post event analysis of all activities as part of a continuous improvement regime.
  • Coordinates all IT activities safely and efficiently, according to good utility practice, company
  • policy, procedures, legal, contractual and other requirements. Leads the development and
  • implementation of a long-term IT strategy that ensures reliability, availability and security of the IT systems.
  • Foster great relationships with Siemens (under the LTSA), the Engie (Dubai / KSA) support services Teams and other contractors to deliver all outages to time, quality and budget.

Safety at Work

 

  • Identify all statutory obligations associated with asset integrity and ensure timely and ongoing compliance with these.
  • Develop and implement engineering strategies to ensure that all assets are in a suitable condition for their operational environment to support ongoing achievement of HSE standards.
  • Establish and monitor the state of all assets and ensure that all HSE risk items are identified and managed.
  • Establish and implement rigorous control processes to ensure all plant changes will not prejudice HSE standards prior to execution.
  • Audit compliance of all stakeholders within the Regions with relevant procedures and implement corrective or improvement measures.
  • Establish effective and positive relationships with local SA representatives.
  • Identify and maintain staff competencies necessary to support team activities.

Performance Indicators:

  • Compliance with all legislation, engineering policies and the O&M Agreement.
  • Integrity strategy that delivers required plant characteristics at minimum through life cost and that integrates with major overhauls with minimal additional disruption.
  • Operations, maintenance and engineering risks managed in compliance with policies and procedures, demonstrated by audit process results.
  • Activities planned & scheduled to allow effective use of resources without peak load problems.
  • Effective management and utilization of allocated budgets.
  • Coherent and cost-effective use of third-party expertise.
  • All assigned overhauls/projects completed within agreed budgets and programmes.
  • Ensure that the Business and the Industrial systems are secured from external and internal threats.
  • Continuous antivirus/anti-spyware software updates of servers, laptops & workstations on network.
  • Timely resolution of end-user issues (email, SAP, file-sharing), software and hardware.

Essential Qualifications:

  • An accredited Engineering degree
  • Demonstrated competence at engineering level with adequate education and training supported discipline

Experience:

  • At least 10 year’s experience in the engineering and maintenance of a large combined cycle power plant
  • Use of safety systems
  • Use of computerized maintenance management system
  • Engineering concepts and principles
  • Interaction with purchasing, finance and accounting, operations, administration and HR
  • Budget control and reporting
