Description about the Project

This is a greenfield OCGT project to be constructed with a net power capacity of 1440 MW, together with its ancillary equipment, associated infrastructure and facilities. The Project comprises the Plant and associated Electrical Special Facilities (ESF). The Plant will be located inland at a site situated one hundred sixty (160) km south-west of the City of Abu Dhabi.

Main objective

 

The Engineering Manager main responsibility is to manage the technical interface during project execution between the Owner, the EPC Contractor, Offtaker, and the Owner’s Engineer (OE), ensuring timely and high-quality design review, technical coordination, and compliance with the Employer’s Requirements. 

 

Key Accountabilities

 Design Review Coordination

  • The Engineering Manager ensures proper and timely review and approval of the projects technical and engineering documentation. The Engineering Manager is responsible for the timely approval and issuance of any required additional interface documentation and oversees the closing down of any open comments
  • Supervise the design submittal and review process in close collaboration with the Owner’s Engineer.
  • Ensure the EPC Contractor’s design complies with contractual requirements, applicable codes, and Owner’s technical standards with special focus on process safety and reliability of the plant.

Review and approve technical documents, drawings, and specifications, escalating critical issues and propose solutions when necessary.

Technical Oversight

  • Develop the Engineering Execution Plan and define the necessary organisation
  • Monitor all technical aspects of the project, including civil, mechanical, electrical, and I&C systems, overall process, ensuring quality and coherence across disciplines.
  • Provide technical input and advice to the Owner’s team during engineering, procurement, construction, testing and handover to operation phase.
  • Identify process safety and technical risks and propose mitigation measures. Support the resolution of technical issues, change requests, and design modifications.
  • Monitor and report on engineering works progress. Propose mitigations. 
  • Conduct progressive constructability reviews with Project Management team during detailed engineering
  • Support the technical assessment of claims and change order received from the EPC Contract.
  • Support the technical interpretation of the contractual documents.
  • Ensure with operational support timely identification and order of O&M consumables, initial and strategic spare parts
  • Ensure all construction method statements, procedures, quality documents are reviewed and of acceptable quality prior to commencing the works
  • Monitor compliance to applicable codes, practices, QA/QC policies, performance standards and specifications
  • With the help of the OE review and approve the commissioning procedures as well as the plant Performance Testing procedure

Interface Management

  • Act as the main technical liaison between the Owner/Shareholders, EPC Contractor, Offtaker, other third partis such as gas and water supplier and Owner’s Engineer. Make the necessary technical arbitration between the different disciplines in case of conflicting interests and keep all parties informed
  • Interact with the Lenders Engineer, Construction and Operational Insurance advisers as deemed necessary.
  • Facilitate coordination between technical teams and other functions such as project controls, procurement, and construction.
  • Write ad-hoc technical memo on specific issues arising during project implementation for internal or external purpose and provide inputs to the monthly reports to be issued to various stakeholders.
  • Interact with the O&M Company to facilitate O&M team take-over.

Reporting and Documentation

  • Maintain accurate records of design reviews, correspondence, and decisions.
  • Prepare periodic technical reports for internal and external stakeholders.

Health, Safety and Environment

  • Ensure applicable HSE legislation, Engie HSE standards, Group Rules (for example, GR02, GR09, GR14 etc.) and Generation International governance documents are applied and strictly followed.
  • Ensure that the plant is designed and constructed safely in accordance with approved drawings, specifications and local regulations.
  • Support the development of an open and inclusive safety culture which actively promotes reporting, learning and taking actions.  
  • Demonstrate leadership commitment by visibility and actions and participate pro-actively in site HSE programs, safety inspections / walkdowns, and campaigns to promote safety culture at project site.

Qualification and Experience

  • University degree in Civil, Mechanical, Electrical Engineering. Master degree is a plus.
  • 15 years of project and site work experience in power thermal generation and international projects.
  • 10 years’ experience in engineering and design review works.
  • Sound technical knowledge of large-scale thermal power project (OCGT, CCGT, steam production…)
  • Experience in the Middle East is a plus.
  • Proven experience in complex construction activities on a challenging HSSE environment
  • At ease with digital working environment.
  • Fluent in written and spoken English. Arabic is a  plus.
