1.  JOB DETAILS:

Position Title:

Electrical Technician

Reports to:

2.  JOB PURPOSE:

  • To apply specialist electrical expertise to ensure the efficient operations of the Electrical Department at PP11 Power Plant;

 

  • To ensure plant electrical equipment is maintained as per procedures documented in the Maintenance Management System (SAP) and as per instructions of the Electrical Engineer (s);

 

  • To assist the Electrical Engineer in ensuring that all electrical equipment is well maintained and all notifications of planned and unplanned work are completed in time.

 

3.  KEY ACCOUNTABILITIES:

PERFORMANCE INDICATORS

Description

 

Safety at Work

  • Ensures a safe working environment for himself, his colleagues while working on any equipment;
  • Ensures that there is Permit to Work (taken by the Electrical Engineer) for each job as necessitated by the PP11 Plant HSE Procedures put in place;
  • Ensures all necessary precautions are taken by himself and Contractors while undertaking any jobs in PP11 Power Plant;
  • Ensures that all necessary tools are available for the safe working on equipment and used during performance on all jobs in the Plant;
  • Points out any unsafe conditions to the Electrical Engineer.

 

Maintenance Tasks Planning and Execution

  • Completes all work orders generated in SAP as directed by the Electrical Engineer;
  • Generates reports (mainly log sheets/check sheets) as necessary for the maintenance done;
  • Ensures that maintenance of all electrical equipment is in accordance with OEM Manuals for the equipment;
  • Reviews Electrical Maintenance Procedures and suggests improvements;
  • Works at full potential and does high quality work.

 

Equipment Failure Troubleshooting and Repair

  • Supports reliable and accessible 24-hour call-out functionality;
  • Attempts all possible means of reducing equipment downtime and ensuring high plant availability;
  • Performs troubleshooting activities as necessary along with the Electrical Engineer and colleagues to determine failure conditions and rectifies defects found;
  • Records and reports to the Electrical Engineer all rectification jobs undertaken;
  • Works with Plant Operations Personnel for resolving problems encountered with mechanical equipment under the guidance of the Electrical Engineer.

 

Reporting and Planning

  • Discusses planned and unplanned jobs undertaken with the Electrical Engineer;
  • Assists the Electrical Engineer in planning daily jobs.

 

Tools

  • Ensures necessary tooling is available at work sites during performance on any job;
  • Uses correct tools for each job;
  • Reports loss of tools or damage to any tools to the Electrical Engineer;
  • Informs the Electrical Engineer of any tools requirement;
  • Ensures tools are kept in good working condition.

 

Ownership

  • Assumes ownership of plant electrical equipment and strives to maintain them in the best possible condition.

4.  HEALTH & SAFETY:

 

  • The Job Holder will work in a controlled hazardous environment.

 

Work Levels and Conditions and Risks:

  • Work Level 5 (OSHA scale 1 to 6): the tasks that he performs as part of their daily work activities represent risks and are controlled by means of procedures, supervision, safety devices and HSE Teams in such a way that its non-observance that could lead to a serious accident of even death.

 

Exposure to Risks:

  • Traffic/automobile accidents, ergonomic problems and accidents;
  • Risks inherent to the job of the Electrical Technician while performing inspections, site visits, operations and maintenance activities, etc.

Medical Exams/Laboratory Exams before Taking the Position:

  • Complete medical physical examination;

  • Audiometric test

 

Recommended for persons older than 45 years:

  • Laboratory tests: complete blood biometrics, blood chemistry: 3 elements (glucose, urea and creatine) and a general exam of urine;
  • Electrocardiogram;
  • X-ray PA of thorax.

 

Medical Criteria for the Position:

  • High Blood Pressure: not to present a TA greater than 135/85 in case of present alteration and individual monitoring program;
  • Obesity: in case of obesity, implement a monitoring and reduction of weight program.

 

5.  JOB CONTEXT:

  • Dhuruma O&M company Ltd operates a combined cycle power facility with 1729 MW of power capacity. The company has two shareholders: Kahrabel FZE, with Head Office in Dubai and Aljomaih Energy & Water Company Limited, with Head Office in Riyadh.
  • Dhuruma O&M company Ltd performs services through an O&M agreement for the Owner of the power facility: Dhuruma Electricity Company.
  • The project is a Greenfield IPP with a 20 year PPA with single off-taker (SEC) on BOO basis.
  • The Job Holder will be based at Dhuruma power plant (PP11), 125 km West of Riyadh;
  • The Job Holder works in the Power Plant under the supervision of the Electrical Engineer;
  • The Job Holder works closely with other Electrical Technicians to ensure the Plant routines are carried out efficiently and to high quality standards;
  • The Job Holder is required to understand and promptly act upon oral operational instructions, respond effectively in pressure situations, make quick decisions in the event of breakdown or failure to safeguard the Plant, manage stress, coordinate and follow up on maintenance activities, ensuring high levels of safety and compliance with procedures.

 

6.  PROBLEM SOLVING:

  • The Job Holder is supposed to act and find solutions to (potential) problems within the Department; however he is responsible for keeping the Head of Electrical informed.
  • The thinking environment is characterized by diverse, standardized operating procedures;
  • The Job Holder must consider how problems will be solved.  The focus is on working with the Electrical Engineer to apply learned techniques, maintenance experience, initiative and judgment in problem solving.

 

7.  COMMUNICATION AND WORKING RELATIONSHIPS:

The Job Holder will work and communicate with:

  • Internal: Maintenance, Operation, Administration, Finance and Accounting, HR, HSE;
  • The Job Holder must communicate with their own team (other Electrical Technicians), the Electrical Engineer and Contractors as necessary.

 

8.  FRAMEWORKS, BOUNDARIES AND DECISION-MAKING AUTHORITY:

  • Operates within the approved budgetary limits;
  • The Job Holder makes decisions within clearly defined parameters and under the guidance of the Electrical Engineer;

10.  QUALIFICATIONS, EXPERIENCE AND SKILLS:

 

Essential Qualifications:

  • High School Diploma or;
  • Trade/Technical Training School;
  • Training on a combined cycle plant preferred.

 

 

Experience:

  • At least 10 years experience in the electrical maintenance of a large combined cycle power plant, 3 of which must have been in the capacity of Electrical Technician
  • Leading and managing people
  • Use of safety systems
  • Use of computerized maintenance management system
  • Extensive experience in the maintenance and repair of power plant equipment, preferably in a power and desalination plant;
  • Experience in the maintenance and repair of major electrical LV/HVequipment;
  • Operational plant or construction site experience is an advantage.

 

Skills:

 

Behavioral:

  • Must be able to plan work independently and take responsibility for Plant Projects;
  • Must be a good team player and have strong organizational skills;
  • Knowledge of types of equipment installed built through a combination of hands-on experience and formal training performed in the manufacturer’s factory and/or at the jobsite;
  • In-depth knowledge of high voltage circuitry with extensive troubleshooting ability and experience on 4160V and/or 6900V breakers, 480V breakers, starters, and electric motors of all sizes;
  • Demonstrates ability to use tools, test equipment and calibration appliances;
  • Strong electrical aptitude, basic understanding of chemistry, physics, electricity and mathematics;
  • Must be able to read, interpret and work with service manuals, blueprints, sketches, technical manuals, control wire diagrams and other written instructions to evaluate all electrical maintenance and logic in accordance with Local and National Codes;;
  • Working knowledge of Environmental Regulations as they pertain to the operations and maintenance of an energy generating facility;
  • Hands-on background in water treatment equipment maintenance as related to high pressure boilers, desalination, cooling water systems and water purification equipment;

Must be able to perform First Aid and CPR.

 

Language:

 

  • English Language: excellent communication skills both written and verbal;
  • Arabic is an advantage;

 

Computer:

 

  • Computer literate: must have a some degree of skill in Business Computing Applications such as Databases, Word Processors, Spreadsheets, PowerPoint and Maintenance Management System;
