  1. JOB PURPOSE:

• Assist Operations Manager in managing day to day operations through a team of site-based shift engineers and operators.

• In consultation with Operations Manager develop short- and long-term operation strategy for the plant and prepare the development plans for the operations team. Coordinate with the respective team members and departments for implementation of development plans.

 • Oversee day to day plant operation, safely and efficiently, according to good utility practice, dispatch instructions, the company rules and procedures, OEM guidelines, legal, environmental, contractual and other requirements

• Support Operations Manager in management of the O&M agreement with the Owner and the PPA with the Off[1]taker (Saudi Power Procurement Company SPCC).

• Coordinate day to day operational activities with finance and accounting, administration, maintenance and HSE departments

• Prepare the operations budget with Operations Manager and ensure its efficient and effective utilization Operational procedures and work instructions are regularly reviewed, updated and approved.

• Ensures internal audits are carried out for routine operational activities and Permit to work system.

• Prepare the commercial & operational reporting calendar in coordination with Operations Manager and ensures its implementation

 

  1. KEY ACCOUNTABILITIES:

• Under the guidance of Operations Manager, coordinates all day-to-day operation activities safely and efficiently, according to good utility practice, dispatch instructions, OEM guidelines, legal, environmental, contractual and other requirements

• Ensures reportable events are reported and Root Cause Analysis is done for the marked events. Prepare action plan in consultation with Operations Manager for actions related to Operations department and follow-up for its implementation. Prepare lessons learned documents for the operational events and share with related departments

• Determines and schedules the resources and requirements for planned and unplanned outages operation activity. Prepare and implement the Shift Schedules, manage staff leave plans and update HR with their attendance at the month end

• Monitor and report of operation KPI’s and objectives to the Operations Manager;

• Conduct risk assessments for the operational activities together with operations team and ensures all team members are conversant with these risk assessments and control measures.

• Prepare training & development programs for the new and existing operational staff and share with HR department for arranging the training resources.

 • Support Performance Engineer in implementing performance management processes within the operations teams.

• Supports Operations Manager in developing and utilizing Operations budget

▪ Dhuruma O&M company Ltd operates a combined cycle power facility with 1729 MW of power capacity. The company has two shareholders: ENGIE, with Head Office in Riyadh, KSA and Aljomaih Energy & Water Company Limited, with Head Office in Riyadh, KSA.

 ▪ Dhuruma O&M company Ltd performs services through an O&M agreement for the Owner of the power facility: Dhuruma Electricity Company.

 ▪ The project is a Greenfield IPP with a 21-year PPA with single off-taker (SEC) on BOO basis.

 ▪ The Job Holder will be based at Dhuruma power plant (PP11), 125 km West of Riyadh;

▪ The Job Holder leads the Operation Department in a safe and efficient manner. He is responsible for setting Departmental Objectives, delivering targets (quantity and quality) as well as execution of the company strategy.

  1. COMMUNICATION AND WORKING RELATIONSHIPS:

The Job Holder will work and communicate with:

• Internal: Operations, Maintenance, Finance and Procurement, HSSE, Engineering and HR / Business Services Sections.

• External: - Owner – Dhuruma Electricity Company (DEC), through the O&M agreement - Saudi Power Procurement (SPPC)Company, the Off-Taker - Saudi Authorities e.g., National Grid, Planning, Fuel Department, Saudi Energy Efficiency Center (SEEC) etc.

4. QUALIFICATIONS, EXPERIENCE AND SKILLS:

 Essential Qualifications:

• An accredited Engineering degree in Electrical or Mechanical disciplines Experience:

• At least 10 years’ experience (at least five of which should be as Shift Charge Engineer / Shift Manager) in the operation of a large combined cycle power plant. Experience of GE Frame-7 or Frame-9 gas turbines and GE steam turbine shall be preferred.

Skills: Techno Commercial:

• Engineering concepts and principles including but not limited to: o Fundamentals of Electrical machines and Electrical Protections o Gas turbine, Steam turbine and HRSG fundamentals, protections and controls o Plant performance and efficiency – how to monitor and how to control

• Event reporting and root cause analysis

• Day to day commercial aspects of Power Purchase Agreement and technical limits • Permit to Work system

• Process Safety and Health & Safety Management System.

 • Use of computerized maintenance management system

• Interaction with purchasing, finance and accounting, maintenance, administration and HR
