- Broad function summary
Responsible for elaborating, implementing plans, ensuring compliance to maintain and promote Health-Safety-environment (HSE) ENGIE Group & customers policies, to Occupational Health and Safety Act (OSHA) and to other relevant authorities rules & regulations; and for developing, recording, reporting the Company HSE performances.

- Duties and responsibilities
- Lead the Site O&M team in all EHS matters & EHS-related regulatory matters on compliance to ensure their statutory duties, particularly in the area of identification of workplace safety and health and environmental risks and in recommending and implementation of the necessary control measures are being carried out;
- Manage, develop & implementation of EHS Plans, policies & procedures with the principal objective of establishing an EHS mindset at the project site with guided Corporate EHS strategies;
- Review & implementation of EHS Management system, work conditions and practices, identifying EHS related risks and optimize work processes / equipment utilisation to minimize risk;
- Lead and monitor all works carried out for the project to ensure regulatory compliance with the EHS rules regulation, system compliance, specific
- Lead & set action plan to enhance safety culture, development of EHS matters & promote EHS awareness and programs among contractors, employees & relevant stakeholders;
- Review and direct project’s emergency response plans & procedures & monitor the implementation of emergency preparedness drill training at project site to ensure effectiveness of emergency response operation.
- Liaise with external parties and government bodies on EHS related matters;
- Notify and investigate any accident, dangerous occurrence, occupational diseases, poisoning and near miss incidents or health and environment related complaints and establish the incident investigation report for submission within the required period & follow up on corrective actions taken to prevent recurrence of accidents/incidents
- Drive execution of incidents investigation using a structured process to identify / record root causes / ‘Lessons Learnt’ to prevent future recurrence(s).
- Communicate findings, concerns, and deficiencies to the responsible managers to effect timely and necessary corrections. Assist in the development and implementation of strategic solutions that will support management's efforts to improve and maintain compliance as required.
- Qualifying contractors and suppliers in order to ensure that they comply with company’s site environmental, health and safety standards and policies.
- Monitoring & supports project administration, eg monthly EHS statistics & KPIs for the measurement of the organisation's EHS performance.

- Identify and maintain regular stakeholder engagement plans, detailing channel, frequency and records for each stakeholder group.
- Organize consultation sessions with each stakeholder group and maintain documentation to attest for the availability of channels of communications for each group.
- Report on carbon emissions and emission avoidance of the project to CSR and HSE Teams, using the framework given by the GBU.
- Roll out CSR program that promote biodiversity and ensure no degradation of peatland by maintaining water levels prior to the development in the area.
- Ensure all project applicable ESG requirements are identified, implemented & reported effectively as per the lenders & group requirements.
- Keep abreast of relevant changes in health and safety legislation that may affect the project and communicate this to the project/ entity.
- Interface with the project staff and HSE line & office staff to ensure consistent and effective application of the safety rules, ensuring best practice at the project.
- Promote a positive health & safety culture and continuous improvement throughout project stakeholders including contractors & sub-contractors.
- Ensure all group requirements are met at project like- ENGIE H&S group rules, One Safety Program initiatives, etc. in guidance to HSE line.

5. KEY ACCOUNTABILITIES:
- Responsible ensuring compliance to HSE ENGIE Group & Customer policies, to authorities rules & regulations; reporting the Company HSE performances,
- Responsible for site HSE coordination, control & implementation with respect of HSE, quality, schedule, with all relevant parties (Customers, contractors, authorities and internal of ENGIE)and reporting issuance to customers, HQ and statutory authorities,
6. TRAINING NEEDS:
- ENGIE Group HSE practices and safety at site and workplace.
- ENGIE Group Company Ethics policies.
7. PROFILE SPECIFICATIONS:

- Main data
Malaysian National, male or female,

- Education
Bachelor's Degree in Environmental, Occupational Health & Safety, OR Degree in Engineering related with at least 5 years of relevant Environmental, Health & Safety working experience. O&M and Construction experience is preferred;
Qualified safety officer as per Malaysian local regulations.

- Experience: sector, field & duration
Experience over 5 years of relevant Environmental, Health & Safety working experience. O&M experience is preferred.

- Specific skills
Registered to Malaysian Department of Occupational Safety & Health (DOSH) as Safety & health Officer; registration with Department of Environment (DOE) as Environment Control Officer (ECO);
Must possess valid CIDB Green Card;
Auditing skill on ISO 14001 & OHSAS 18001/ISO 45001 or equivalent would be an added advantage.
Knowledge on OSHA, environmental, Factory & Machineries Act 1967 & other legal requirements; auditing skill on ISO 14001 & OHSAS 18001/ISO 45001. Registered to Malaysian Department of Occupational Safety & Health (DOSH) as Site Safety Supervisor (SSS) or Safety & health Officer; Registration with Department of Environment (DOE) as Environment Control Officer (ECO) would be an advantage.
