ENGIE's Renewables & Batteries (R&B) business in the Asia, Middle East and Africa (AMEA) develops, builds and operates large-scale wind, solar and battery storage assets across the region. Key Responsibilities:

 

Lead the end-to-end construction and commissioning of the GOS 3 project in the Gulf of Suez, Egypt [confirm final technology and installed capacity, e.g. 900 MW wind], delivering the asset with zero life-changing injuries, to the required quality standard, and within the approved schedule and budget. The Construction Director is the single point of accountability on site for the Owner, building and leading the site organisation, managing the EPC contractor(s) and Owner's Engineer, and safeguarding ENGIE's contractual, lender and stakeholder commitments through to Commercial Operation Date and handover to O&M.

 

1. Strategic

  • Lead by example the overall construction project based on 3 priorities:
    • Health and Safety
    • Quality
    • Progress
  • Advise the CEO and the Board on contractual / commercial issues, variations and claims management under the EPC and related contracts.
  • Stakeholder management between the Project and Third Parties.
  • Represent ENGIE and the Project Company on site with the Off-taker, authorities and local communities in the Red Sea Governorate.

 

2. Operational

  • Establish and lead the site team.
  • Ensure plant construction quality, schedule, and budget with support of the Owner’s Engineer.
  • Monitor site work and coordinate with contractors and authorities.
  • Manage all related construction interfaces between all involved stakeholders.
  • Ensure that the project is meeting ENGIE and project HSE requirements and overall E7S compliance of the project with project, IFC, and lenders requirements.
  • Be the custodian of the overall Master Construction Schedule.
  • Review and issue commissioning and performance test procedures.
  • Handle technical issues during construction with OE support.
  • Supervise and assess the site team’s performance.
  • Facilitate smooth O&M team mobilization.
  • Manage site office operations.

 

3. Organisational

  • Lead technical and site management meetings and design review sessions.
  • Devise site operational procedures related to HSE, E&S, Ethics, Procurement, etc.
  • Ensure compliance with Lender’s rules and regulations.
  • Health and Safety Officer for site safety.
  • Interact with Lender’s Technical Advisors and insurance advisers.
  • Host site visitors.

 

4. Planning & Delivery of Work

  • Plan and execute corrective actions for variances.
  • Issue progress reports and technical memos.
  • Write technical letters to stakeholders.
  • Identify and issue deliverables and notifications to Off-taker and authorities.
  • Coordinate commissioning with Off-taker and Load Dispatch Center.

 

5. Decision Making

  • Report and take immediate actions towards any HSE violations or E&S noncompliance matters as per ENGIE and project reporting policies and stop of work authority along with zero tolerance policy.
  • Report and propose solutions for technical variances.
  • Analyze Change Order requests and provide recommendations.
  • Make technical decisions during design reviews with OE support.
  • Make decisions during the project operating committee with EETC as off-taker.

 

6. Working with others

  • Coordinate with Owner’s Engineer, contractors, and authorities.
  • Empower the Health and Safety team.
  • Interact with Lender’s Technical Advisor, insurance advisers, and O&M Company.
  • Host and communicate with site visitors and stakeholders.

 

Dimensions of Job:

 

Staff: Lead the GOS 3 site organisation (20) direct reports and a large indirect team), comprising Owner's staff, Owner's Engineer staff and contractor interfaces. Capex responsibility: [confirm project capex, 710MUSD]. Accountable for HSE performance of all personnel on site during construction and commissioning.

  • Other Contractual Counterparties, Contractors, Suppliers, Equipment Manufacturers and Vendors;
  • Banks; and other stakeholders.

 

Required Qualifications:

 Qualifications:

  • University degree in Civil, Mechanical, Electrical Engineering or proven work experience
  • NEBOSH general certificate or similar HSE leadership qualifications

Experience:

  • 10 – 15 years of project and site work experience in similar international projects;
  • Proven success in managing 500+ million USD projects
  • Experience in Egypt, North Africa or the wider Middle East, and on utility-scale wind projects, is a strong advantage;
  • Track record of delivering projects under EPC / multi-contract structures with international lenders (IFC, EBRD, DFIs) and their technical advisors;

Knowledge & Skills:

  • Drive and commitment to finish the project with no LTI’s, high quality and on time/budget
  • Leadership: Proven ability to successfully lead and manage teams, including contractors, engineers, and other stakeholders.
  • Strong cultural awareness and adaptability; working knowledge of the Egyptian regulatory, labour and permitting environment (Arabic language skills an advantage)
  • Project Management: Expertise in planning, coordinating, and overseeing large scale construction projects from inception to completion. Budgeting: Strong skills in financial planning, cost management, and ensuring projects stay within budget.
  • Technical Knowledge: Deep understanding of construction processes, codes, and regulations, especially for large-scale solar and wind projects.
  • Communication: Excellent verbal and written communication skills for effective collaboration with cross-functional teams and stakeholders.
  • Risk Management: Ability to identify, assess, and mitigate risks associated with construction projects.
  • Contract Management: Proficiency in managing contracts, including negotiation and enforcement of contractual terms.
  • Safety Compliance: Strong knowledge of health, safety, and environmental standards and regulations.
  • Scheduling: Skills in creating and maintaining project schedules to ensure timely completion.
  • Stakeholder Engagement: Ability to build and maintain relationships with clients, vendors, and regulatory authorities.
  • Problem-Solving: Strong analytical skills to address and resolve technical and operational issues.
  • Software Proficiency: Familiarity with construction management software and tools such as AutoCAD, BIM (Building Information Modeling), and project management platforms.
  • Quality Control: Ensuring construction standards and techniques are adhered to for high-quality outcomes.
  • Regulatory Knowledge: Understanding of local and international construction laws and standards.
  • Sustainability: Knowledge of sustainable construction practices and renewable energy technologies.
