PRESENTATION OF RENEWABLE GASES EUROPE

 

RENEWABLE GASES EUROPE (RGE) is ENGIE’s business entity responsible for the development of renewable and low-carbon gases[1] production in Europe. Since 2015, ENGIE has been developing biomethane production activity. At the beginning of 2023, its portfolio includes 26 plants in operation, of which 19 are self-operated, with a total production capacity of 550 GWh/y @100% and a development pipeline of 1.4 TWh/y.

ENGIE is determined to become a leading player in 1G[2] biomethane in Europe. The ambition is to grow rapidly to reach 10 TWh/y of biomethane production capacity by 2030.

In Europe, outside France, biomethane production projects are already under development in the United Kingdom, the Netherlands, Belgium, Germany, Poland and Italy. Spain, Portugal and Romania are other countries of interest. The strategy is to develop projects, greenfield and through M&A, to inject biomethane into the gas grid or to produce bioLNG.

POSITION IN THE ORGANIZATION

The Head of Construction and Commissioning reports to the Head of Project Management of Renewable Gases Europe.

TASKS AND RESPONSIBILITIES

Strategy, Process, and Procedures:

  • Propose the construction and commissioning strategy in compliance with RGE strategy for project execution.
  • Create and implement a construction and commissioning plan with clear actions and deadlines.
  • Develop the RGE Quality Management System (QMS) for the construction and commissioning scope (methods, processes, procedures, templates, best practices/Group rules).
  • Support the development of other sections of the QMS, as applicable.
  • Support the development of the standard execution KPI dashboard and lead the deployment of the construction and commissioning portion.
  • Contribute to defining the execution strategy and structuring assumptions for the projects during the development phase.
  • Support the development and implementation of Project/Site specific Execution Plans.
  • Contribute to the consolidation of construction and commissioning reporting from different projects and raise alerts for decisions.
  • Contribute to project reviews, both, during execution and in the development phase prior to FID.

 

Team management:

  • Overall management and leadership of the Construction and Commissioning team.
  • Infuse a team spirit and maintain an open dialogue with regular sharing of RGE information, alerting of early signs of dissatisfaction and risk of burn-out. 
  • Assign construction and commissioning resources to project teams, maintaining the line management and performance responsibility.
  • Implement people’s review cycle and development plans in accordance with ENGIE’s rules and deadlines.
  • Manage manpower plans to ensure an efficient workload and the best possible use of people’s competence and experience; implementing training, coaching, and/or recruitment, as applicable.

 

 

HSE:

  • Develop an HSE culture within the construction and commissioning teams.
  • Lead by example, internalising EHS as a value and displaying an honest, caring attitude.
  • Work together with the construction and commissioning team, the HSE team, and contractors, to ensure that HSE targets are achieved with zero lost time, injuries, or fatalities.
  • Make sure that all team members are trained and certified in accordance to their risk exposure.

 

Quality:

  • Develop a quality culture within the construction and commissioning teams.
  • Support the development of the construction and commissioning portion of audits.
  • Ensure that the team properly implements the QMS, and that they enforce compliance by other parties.
  • Participate to audits to monitor compliance with the QMS.

 

Knowledge and experience sharing:

  • Communicate and organize training, in collaboration with the PMO, to ensure that project teams are well aware and apply the construction and commissioning section of the QMS correctly.
  • Support the estimation of costs during the development phase of projects, as well as the execution forecast.
  • Collaborate with other managers, providing advice and performing reviews of documents.
  • Support the Return of Experience process, and lead improvement actions as applicable.
  • Support the identification and relation with erection contractors, participating in negotiations as applicable.
  • Promptly escalate risks or issues that can damage RGE performance.

LOCATION

Paris, with up to two days of teleworking and regular travel to other units and project locations within Europe.

MAIN INTERFACES

The Head of Construction and Commissioning will interact with, among others:

  • Heads of Projects – Area and the Project Managers reporting to them
  • Project Management Officer
  • Head of Contract Management
  • Head of Engineering
  • Industrialization team
  • Support team (Finance, HR, etc.)

QUALIFICATION, COMPETENCE & EXPERIENCE

Degree and experience:

  • University degree in Engineering or equivalent technical background.
  • At least 10 years' experience in the management of industrial projects (bioenergy, energy, chemicals, water/waste treatment) in an EPC organization, preferably on an international scale.
  • Several years’ of site construction or commissioning experience.
  • Experience in developing and implementing construction and commissioning processes and procedures.
  • Experience in manpower planning and resource allocation.
  • Experience working abroad and managing multicultural teams.

 

Languages:

  • Ability to work in English and French, interacting with international teams

  • Good organisational, planning, and action plan management skills.
