About MIRFA 2 RO Plant
Mirfa 2 Reverse Osmosis (M2 RO) Plant, uses RO technology to produce and supply up to 120 million imperial gallons, equivalent to 550,000 cubic metres of potable water per day to EWEC under a 30-year O&M Agreement with Mirfa 2 RO Desalination Company.
The M2 RO Water Plant is located adjacent to the existing Mirfa 1 Plant located at the Mirfa Complex five kilometers west of the town of Mirfa, about 100 kilometers southwest of the city of Abu Dhabi on the Arabian Gulf coast in UAE.
The expected date for starting commercial operations of the plant is November 2025.
The processes stages that make up the plant are : ❖ Sea water intake ❖ Dissolved Air Flotation (DAF) ❖ Dual Media Pressure Filtration (DMPF) ❖ Cartridge Filtration (CF) ❖ Reverse osmosis Racks (RO); ❖ Chemical Treatment; ❖ Limestone filtration ❖ Potable water storage/network ❖ Sludge treatment ❖ Utilities or auxiliary equipment
Mirfa 2 Staff are expected to reside within the Mirfa city premises to ensure timely response to plant emergencies and callouts. Exceptions to reside in Abu Dhabi / Ruwais / Zayed City, may be considered by plant management.
Title: Operations & Maintenance (O&M) Manager – M2RO

Location: Mirfa 2 RO Water Plant, UAE
Job Purpose
Ensure daily water production, maintaining safe, efficient operations in compliance with project documents and regulations.
Key Responsibilities
Mobilization Phase:
- Recruitment, setup of policies & procedures.
- Review O&M manual, process/design issues.
- Participate in plant commissioning activities.
O&M Period:
- Decision-making affecting plant processes and performance.
- Develop and implement standards, policies, and procedures.
- Maintenance program development and execution.
- Budget control and resource management.
- Risk management and emergency response.
Key Accountabilities
Health, Safety, Environmental & Quality Management:
- Compliance with safety rules and environmental permits.
- Emergency planning and preparation.
- Development of Quality Assurance Plans.
Strategic Planning & Management:
- Develop short and long-term strategies for operations and maintenance.
- Regular review and update of SOPs.
- Cost optimization and plant performance improvement.
Operations & Maintenance Management:
- Daily plant operations oversight.
- Maintenance function leadership.
- Coordination of major plant outages.
Risk & Incident Management:
- Root cause analysis and remediation.
- Emergency and contingency planning.
- Incident reporting and corrective actions.
Budget & Resource Management:
- Budget development and control.
- Resource allocation and inventory management.
Contractor & Vendor Management:
- Contractor performance reviews and audits.
- Procurement and vendor management.
Tools & Equipment Management:
- Tool inventory and maintenance.
Human Resources:
- Recruitment, training, and development of O&M staff.
- Performance management and appraisal.
Qualifications and Skills
Knowledge:
- English proficiency, with Arabic as an advantage.
- Understanding of water treatment and desalination.
- Knowledge of HSE and regulatory requirements.
- Experience in contract negotiation and management.
Experience:
- At least five years in a similar role in a RO Desalination Plant.
- Commissioning and startup experience is advantageous.
Qualifications:
- Engineering-related diploma/degree or equivalent.
- Recognized management qualification (optional).
