Description about the Project
This is a greenfield OCGT project to be constructed with a net power capacity of 1440 MW, together with its ancillary equipment, associated infrastructure and facilities. The Project comprises the Plant and associated Electrical Special Facilities (ESF). The Plant will be located inland at a site situated one hundred sixty (160) km south-west of the City of Abu Dhabi.

Key Accountabilities
· Leads from the Owner’s side the plant construction with the assistance of the Owner’s Engineer (OE) to ensure that it is performed properly in terms of safety, quality, schedule, and budget in line with the EPC Contract and without lost time accidents, severe injuries and/or fatalities.
· Accountable for HSE performance of construction project.
· Lead the project management team, monitors the construction work at site and liaises with and coordinates the efforts of the OE, the local contractors, if any, the local authorities, interface parties and the EPC Contractor.
· Makes sure that the project will follow the Good Engineering and Constructions Practices, and the best practices for Project Management according to the Project Management Institute guidelines as set up by the ENGIE’s group guidelines by the Industrial Project Oversight & Support team.
· Timely reports technical variances to the CEO of the Project Company and proposes jointly with the Owner’s Engineer mitigation or alternative solutions.
· Make sure that agreed corrective actions to mitigate the effects of variances are planned and carried out.
· Will monitor and keep updated when needed the overall schedule of the plant construction integrating the EPC schedule with the schedule of permits, authorizations, and other contractual obligations.
· Will lead technical meetings with the EPC Contractor, water off-takers, power supplier, Environmental and Regulatory Authorities.
· Will review the commissioning procedures received from the EPC Contractor.
· Will issue the commissioning procedures on behalf of the Project Company based on the EPC procedures.
· Will understand Performance Test procedure/report and issue report based on EPC report.
· Will lead design review meeting session and take technical decisions with the support of the OE.
· Will assist the CEO on the contractual/commercial issues.
· Will analyse request for Change Order received from the EPC Contractor and give recommendations to liaise with the Contract Manager.
· Will handle technical issues which may occur during the construction of the Plant with the support of the OE.
· Will supervise the OE team and assess/manage its performance.
· Will interact with the Lenders Engineer, Construction and Operational Insurance advisers.
· Will issue Weekly Progress Report, Monthly Progress Report and Quarterly Report for the Project Company according to the alignment given by the Project Manager Office.
· Will write timely technical Memo summarizing issues which occurred during the design review stage and/or at the site.
· Will interact with the O&M Company to allow O&M team to have a smooth mobilization.
· Will manage all daily interfaces between the Plant and the relevant stakeholders (Off-taker, Load Dispatch Centre, local authorities, fire brigade, power supplier, Environmental Authorities as applicable).
· Will host various visitors at the site (ENGIE management, Authorities, etc.).
· Will write technical letters to off-taker, local authorities, fire brigade, power supplier, environmental authorities
· Will also direct and control the work at site by contractors working directly for the Project Company, if any. Will make sure that those activities are coordinated with the overall activities in the plant and are safety implemented.
· Shall work in close collaboration with the CEO of the Project Company, Project management office, contract manager, Asset Manager and with all key members of the Technical and Operating Support Team.
· Regular reporting to the Project Management Office at Dubai HQ for construction follow up and steering Committee.
· Support the interfaces with ENGIE group internal stakeholders at regional and HQ level.
Health, Safety and Environment
§ Support the development of an open and inclusive safety culture which actively promotes reporting, learning and taking actions.
· Support the Project Company’s Construction HSE Manager to ensure they can fulfil their role and responsibilities as detailed in their job description.
· Ensure that the plant is constructed safely in accordance with approved drawings, specifications and local regulations. Review and validate (as required) work method statements prior to deployment, including lifting plans and validates work permits when needed for areas under construction responsibility.
· Work in partnership with the Project Company’s Construction HSE Manager, to ensure that the EPC Contractor implements health and safety and environmental measures on site in accordance with the EPC Contract.
· Ensure applicable HSE legislation, Engie HSE standards, Group Rules (for example, GR02, GR09, GR14 etc.) and Generation International governance documents are applied and strictly followed.
· Ensuring that Contractors / subcontractors embody and deploy the ENGIE HSE requirements including No Life at Risk Essentials, and that Contractors have adequate resources (personnel and equipment) to effectively manage HSE activities and appropriate supervision is in place for all project activities.
· Demonstrate leadership commitment by visibility and actions and participate pro-actively in site HSE programs, safety inspections / walkdowns, and campaigns to promote safety culture at project site.
· Ensure the effective operation and monitoring of Safe Systems of Work including Permit to Work and LOTO systems at project site.
· Ensure that contractors and subcontractors are managed as per GR02 “Health and Safety with regards to Contractors”.
· Ensure that key responsible personnel are identified, trained and competent, including clearly established roles and responsibilities with KPIs assigned as appropriate.
· Chairs and/or participate in construction progress meetings with Contractors, reviewing in particular the HSE performance and ensure that Contractors at all times have sufficient and adequate HSE resources
· Support the effective coordination and communication of HSE matters through, for example, daily coordination meetings, weekly and monthly HSE review meetings etc.
Contractual - Commercial
· Will be familiar with project contracts and timely reports contractual/commercial variances to the CEO of the Project Company and proposes mitigation or alternative solutions.
· To assist the CEO in writing the contractual letters towards the EPC Contractor and Off-taker with support from the Contract Manager.
· To identify/anticipate deliverables to be given to Off-taker, environmental authorities, and power supplier in due course.
· Under supervision of the CEO, draft, and issue letters to Off-taker, EPCC and other related parties concerning important milestones and contractual obligations under the offtake contracts with the support from the Contract Manager.
· To issue to Off-taker Acceptance Test notification.
· To coordinate smooth progress of the commissioning with the off-taker and Load Dispatch Centre.
· Will assist the Project Company in claims management to and from the EPC Contractor. He / she will thoroughly understand and apply the commercial and technical terms of the EPC Contract, as well as of other project agreements where relevant.
· Will manage the power consumption in the EPC contract and offtake agreements.
Qualification and Experience
University degree in Civil, Mechanical, Electrical Engineering.
10 – 15 years of project and site work experience in water process plant or power generation / international projects.
Would have preferably worked as a Contractor in a senior project management/site position.
A PMP® certificate is a plus.
Would preferably hold recognized H&S qualification (NEBOSH general certificate or similar).
Experience in the Middle East is a plus.
Proven experience leading complex construction activities on a challenging HSSE environment.

Sound technical knowledge of large-scale project (OCGT, CCGT, steam production, water production), which allow him to rapidly identify potential technical issues on site during the execution, to investigate and discuss those issues with the EPC Contractor with the support of the Owner’s Engineer.
Experience of construction of water or power plant.
Comfortable with contractual terms of IWP/IPP/IWPP project documents and able to enforce those contractual terms towards the EPC Contractor.
Excellent communication and reporting capability. Must be able to work independently and to bridge cultural differences.
Ability to coordinate and direct and influence others. He should show capability of leadership.
Technology
Good knowledge of appropriate Power Plant / SWRO process technology is a plus
At ease with digital working environment.
Other
Ability to work in a broad cultural spectrum.
Fluent in written and spoken English.
Arabic and French languages skills a plus.
